The Social Development, Finance & Administration Division works to advance equitable outcomes for Toronto residents that are most vulnerable to exposure to, and experience with, violence and crime, by providing leadership on the City's social inclusion and community safety agenda of building safe, strong neighbourhoods and communities. SafeTO, the City of Toronto's 10-year Community Safety & Well-being Plan was unanimously adopted by City Council to drive 26 actions across 7 strategic goals. The SafeTO implementation Plan was unanimously adopted by City Council in February 2022 and prioritizes community-led crisis support services, multi-sector gun violence reduction, better support for victims of violence and collaborative analytics to inform real-time policy development, service planning and decision making.
As a Policy Development Officer in the SafeTO Collaborative Advanced Analytics Lab you will facilitate the development and implementation of a multi-sectoral solutions that enable the sharing, integration and analysis of community safety and wellbeing data that advance the goals of SafeTO.

Major Responsibilities
  • Develops and facilitates a multi-sectoral community safety and wellbeing data collaboration, that includes residents, community agencies, academics, the private sector, City staff, Toronto Public Health, the Toronto Police Service, Toronto Community Housing, school boards, and elected officials to share, integrate and analyze community safety and wellbeing data across multiple institutions.
  • Develops policy recommendations, innovative approaches, processes, and methodologies that will lead to data and evidence-informed interventions to improve community safety and wellbeing.
  • Supports community safety and wellbeing partners in incorporating user-centric design principles in the development of the SafeTO Collaborative Advanced Analytics Lab
  • Assesses new innovative approaches to the acquisition, processing, and analysis of data to be used in a community safety and wellbeing context, including machine learning and other big data methodologies.
  • Represent the City of Toronto and the SafeTO team as a subject matter expert in the field of advanced analytics for community safety and wellbeing.
  • Supervises staff, as required
  • Manages third party contracts and deliverables
  • Supports the implementation, monitoring and evaluation of SafeTO, divisional and corporate strategic initiatives, establishes and communicates positions on social planning and research issues related to the City and supports City policy development and advocacy efforts
  • Influences and informs policy and program development related to the delivery of City's community safety & well-being programs by initiating, managing and directing the design, development and implementation of a wide range of research, evaluation and analysis activities
  • Provides strategic advice to senior management and other relevant stakeholders in relation to the SafeTO Collaborative Advanced Analytics Lab research/evaluation projects.
  • Provides guidance, support and direction to all research partners with respect to the SafeTO Collaborative Advanced Analytics Lab research/evaluation ideas and specific proposals
  • Ensures review of all research/evaluation projects for relevance, feasibility, scientific and ethical merit.
  • Reviews research proposals and writes summary reports for sector leadership and council for relevant the SafeTO Collaborative Advanced Analytics Lab initiatives
  • Ensures effective communication and relationships with key stakeholders and manages the development of research and evaluation reports, presentations for Divisions, City task forces, multi-sector partners other orders of government and community agencies/partners
  • Liaises with community stakeholders and elected representatives on matters related to social research implementation and development
  • Represents the SafeTO Collaborative Advanced Analytics Lab at meetings with members of the public, Council, City staff, other levels of government, agencies and other public bodies, internal and external clients and consultants
  • Represents the City on inter-governmental teams/consultations on socio-economic initiatives and issues
Key Qualifications:
  • Considerable experience with advanced analytical and data science methodologies in a community safety and wellbeing context.
  • Extensive project management experience, managing complex assignments from inception through to implementation with minimal direction while balancing political, community and other stakeholder interests.
  • Experience utilizing quantitative, machine learning and/or other data science methodologies to interrogate community-based research questions.
  • Considerable experience in engaging, influencing and working constructively within a complex multi-stakeholder environment.
  • Experience working with community groups or residents in initiatives that advance reconciliation, equity, diversity, and social justice.
  • Considerable experience in the preparation of policy documents, technical reports, reports to Council or other governing bodies.
  • Considerable experience working with all levels of the organization including elected officials and/or boards of Directors, external agencies and the public.
  • Post-secondary degree in affiliated discipline i.e. Data Analytics, Public Policy, etc. and/or an equivalent of education and experience.
  • Knowledge of technical information management infrastructure, including extract-transform-load tools, data warehouses, data lakes, and data sharing protocols
  • Highly developed conceptual and strategic skills.
  • Well-developed analytical skills including a good understanding of data for equity and data for action principles, and effective statistical review concepts in order to conduct research.
  • Highly developed communication and interpersonal skills and an ability to demonstrate good judgement, with all levels of the organization.
  • Well-developed planning and organizational skills, including problem-solving, with an ability to articulate and set clear expectations.
  • Highly developed sense of discretion, judgment and political acumen to deal with sensitive and confidential issues.
  • Ability to interpret and clarify complex service agreements/contracts and policies and procedures.
  • Familiarity with geospatial and population-based research tools and information systems relevant to social policy, planning and research would be an asset.
  • Ability to work under pressure to meet deadlines.
  • Familiarity with government legislation in the area of occupational health and safety, Collective Agreements and related Employee and Labour Legislation
