About Our Opportunity

The Legislation and Policy team plays a key role in modernizing legislation and policy frameworks to meet the needs of Nova Scotia consumers and businesses. Reporting to the Director of Legislation and Policy, the Policy and Research Analyst (PRA) is responsible for providing comprehensive policy formulation, implementation, and research services in support of Service Nova Scotia\xe2\x80\x99s (SNS\xe2\x80\x99s) legislative, regulatory, and program mandates. The PRA is also responsible for drafting, reviewing, and presenting Advice and submissions to Executive Council and its committees; advising senior leadership (Associate Deputy Minister, Deputy Minister, Minister) on relevant issues affecting consumers and businesses; and working with internal and external parties to achieve government\xe2\x80\x99s regulatory modernization objectives.

Other Accountabilities Include:

  • Formulating high quality policy alternatives by conducting thorough issue analysis, problem evaluation, jurisdictional scans, statistical and economic analysis (as appropriate);
  • Supporting informed decision-making by completing high quality legal, jurisdictional, historical economic or social research on assigned topics or in relation to citizen, media or MLA enquiries;
  • Developing and maintaining subject-matter expertise, as required, on current and emerging issues in SNS\xe2\x80\x99s primary regulatory areas, including consumer financial rights, real estate, condominiums, mortgage brokers, petroleum products regulation, residential tenancies, and the funeral sector;
  • Contributing to the efficient administration of SNS\xe2\x80\x99s legislative agenda by drafting, reviewing, or advancing Advice or other submissions to Executive Council and its committees;
  • Collaborating with legal counsel, the Registry of Regulations, Legislative Counsel, Communications and departmental colleagues to ensure the timely advancement of legislative (e.g., R&R\xe2\x80\x99s, RFLs) and routine submissions (e.g., Ministerial appointments).
  • Supporting SNS and government decision-making by preparing and presenting policy and issues papers, briefing materials, memoranda, policy advice and recommendations to Executive Council, Cabinet committees (e.g., Treasury and Policy Board), and senior leaders.
Qualifications and Experience

You will hold an undergraduate degree, typically in public or business administration, law, economics, or the social sciences, and several years of experience in a related field. A Master\xe2\x80\x99s degree would be considered an asset. An equivalent combination of training and experience may be considered.

Experience in planning and organizing projects and processes, policy and legislation related research, analysis and evaluation is essential. The position requires strong analytical and writing skills, a well-developed ability to think independently, organize tasks and projects, and ability to identify policy options and implement practical solutions to complex problems involving multiple interested parties.

Excellent interpersonal skills, and a proven ability to communicate effectively, using discretion, tact and judgment, both orally and in written form is required. You exercise sound judgment, even under pressure. Additionally, well developed computer skills in a variety of software applications including Word, Microsoft Excel, TEAMS, Adobe, PowerPoint and internet applications are required. Experience with regulatory environments and governmental approval processes would be assets.

Pay Grade: EC 10

Salary Range: $2,943.75 - $3,679.70 Bi-Weekly
