The Opportunity: Payroll Supervisor, Permanent, Full-Time
The Payroll Supervisor directs all payroll processing on a bi-weekly basis, including input, output, payroll liability payments, related reconciliations, and reporting requirements of internal and external stakeholders. This position is an integral part in the year-end process and is responsible for the establishment and maintenance of payroll systems and supervises the Payroll Practitioner position.
Key Job Functions:
Payroll Processing
Responsible for managing and performing timely and accurate full cycle bi-weekly payroll processing for hourly and salary employees
Must be able to interpret faculty, union and exempt agreements in order to implement requirements for compensation and benefits
Investigates payroll issues for root causes, identifies and implements solutions
Performs timely off-cycle payments/receipts
Responsible for the implementation and maintenance of the payroll software configuration
Reviews Service Auditor reports to ensure that proper controls are in place and that risks are mitigated
Implements best practices for payroll processes to ensure compliance with union agreements, labour codes, and Internal Controls Framework
Ensures compliance with employment legislation and benefit plan policies
Ensures compliance with statutory and benefit deductions, reporting and remittances, including garnishees
Ensures compliance with the submission of Records of Employment (ROE) to Service Canada
Payroll Reporting
Responsible for external payroll reporting requirements for the Canada Revenue Agency, financial statement auditors, Workers Compensation Board, Local Authority Pension Plan, Statistics Canada, Employment Insurance, and others as required
Assists the Financial Business Partners in the development and review of the annual and incremental salary and benefit operating budgets and preparing forecasts and variance analysis
In collaboration with the Financial Business Partners and Budget Owners, manage the alignment of employee coding in the payroll and financial software to the budget
Reconcile accounts, process adjusting entries and initiate remittances
Integral contact for audits in reference to WCB, LAPP, and payroll portion of the financial statement audit
Supports the college in any payroll reporting queries
Creates the payroll schedule, coordinates publishing and related payroll software configuration
Works closely with People and Culture to assist employees with payroll related issues.
Assists in the administration of the campus parking program for the Community Learning Campus.
Ensures that payroll processes and communications are compliant with privacy legislation
Supervision and Leadership:
Responsible for building your team through effective hiring practices
Provide direct and indirect supervision and mentorship to your team
Set clear team goals and objectives aligned with the organization's vision and strategy and ensure effective execution and achievement of targets
Manage team performance by setting and tracking key performance indicators, conducting performance reviews, and addressing any performance issues or gaps
Champion and foster a positive and inclusive work culture, promoting teamwork, collaboration and open communication within the team
Champion a customer-focus and safety mindset within the team ensuring exceptional service delivery and internal/external stakeholder satisfaction
Other tasks
Administers online pension user access
Coordinates and prepares the monthly bank reconciliations
Other duties as assigned
Education/Experience/Skills/Knowledge Required:
2-year diploma in related field (e.g. Office Administration, Business Administration or Accounting) required
Payroll Compliance Professional (PCP) designation from the National Payroll Institute (NPI) required
Payroll Leadership Professional (PLP) designation from NPI preferred
5 years of payroll experience in a complex unionized environment required
3 years experience in reconciliations, payroll year-end close, and T4 preparation required
Previous supervisory experience preferred
Comprehensive understanding of Provincial Legislation and Canada Revenue Agency Guidelines as related to payroll and public disclosure requirements is required
Comprehensive understanding of Provincial privacy legislations as in applies to the payroll functions and information
Proficient in Google applications (i.e. Gmail, Drive, Docs and Sheets) and Microsoft Excel
Experience with ADP and Fusion (Oracle) are an asset
Ability to query, extract, and effectively manipulate large volumes of data using these relevant tools
Experience in financial accounting is an asset
Public Sector Accounting Standards (PSAS) knowledge is an asset
Conditions of Employment:

Member in good standing with the National Payroll Institute
