Job Description

Support the Mission, Vision, Values and Code of Conduct of the Central East LHIN;

Works closely with scheduling and HRIS team members to provide timely and accurate bi-weekly payroll for all staff. This includes:

  • Amending and approving schedules
  • Reconciling time card information
  • Reviewing information for completeness and accuracy
  • Identifying issues and errors and working with HR and others to resolve
  • Calculating retroactive pay and adjustments to banks, etc.
  • Preparing submission of electronic funds transfer file
  • Publishing pay statements
Calculate hours and earnings and prepare Records of Employment in a timely manner

Process Board member per diems and expenses. Ensure Board expense policies and directives are followed

Responds to staff inquiries regarding benefit and pension quotes

Collaborates with HR to resolve benefit issues

Check the accuracy of changes to the Quadrant system that reflect any negotiated changes in collective agreements impacting payroll, leaves, benefits

Works with Health and Wellness Specialist staff, HRIS and Compensation and Benefits Specialist to ensure a smooth transition from STD, EI and LTD.

Ensures that salary increases and other compensation, benefit and pension related changes are processed accurately and on a timely basis

Calculate and provide HR with benefit and pension amounts owing while employee is on LTD, an unpaid leave or legislated leave.

Verify and record in Quadrant benefit cheques received for employees on LTD, unpaid leaves or legislated leaves.

Calculate and provide HR with employees' HOOPP terminating information

Verify HOOPP Pension cheques for employees on LOA are correct

Calculates and provide HR with HOOPP contributions upon employee termination or leave

Prepares Union recovery statements

Prepares and exports monthly payroll reports and analyses as required

Maintains Quadrant Workforce system for changes in employee information and collective agreement and other employment terms.

Processes claims for personal business expenses, ensuring that all disbursements are approved and are in accordance with policy

Maintains confidentiality and security of personal information.

Prepares remittances/exports to provincial and federal authorities, unions, social clubs, Canada Revenue Agency (CRA), Employer Health Tax (EHT), WSIB, and other deductions as required.

Preparation of payroll year end reconciliations and analyses and completion of T4s and T2200s

Prepares schedules and analyses for annual financial audit and responds to auditor questions

Participates in the annual budget request and business plan processes

Responds in a professional and timely manner to stakeholders at all levels of the organization as well as to external stakeholders.

Process, calculate and verify confidential settlement pay information

Perform tasks to prepare system for new year including: Verifying and entering TD1s

Identifies process, and internal control deficiencies and recommends improvements

Research and communicate resolution of payroll related issues.

Assists the Manager, Compensation and Payroll in all payroll functions as required and provides back up during vacation and other absences

Contributes to improvement initiatives and provide input as needed as Payroll process subject matter experts.

Distributes Petty Cash according to policy and procedures.

Other duties as assigned

Minimum Qualifications & Position Requirements:

College Diploma in business administration/accounting;

Canadian Payroll Association (Payroll Compliance Practitioner (PCP)) certification or studying towards a PCP certification is an asset;

2-3 years' experience with in-house full cycle Payroll function within a healthcare sector and unionized environment.

Strong knowledge and expertise of CRA guidelines and statutory legislation of payroll and benefits

Extensive knowledge of payroll related policies, procedures and resources, collective agreement terms and conditions for payroll purposes, working conditions for management and non-union staff for payroll purposes

Extensive knowledge of Federal and Provincial payroll legislation specifically Ontario, and Ministry of labour regulations and collective agreements.

Thorough understanding of accounting standards and principles including internal reporting standards, Ontario Healthcare Reporting Standards (OHRS) and internal control principles.

Working knowledge of HOOPP administration

Highly proficient in Quadrant Workforce payroll

Strong Knowledge of Microsoft Office, proficient in Excel spreadsheet skills (designing, building and maintaining reports).

Experience in working in a unionized environment

Strong organizational ability and process-orientation including prioritizing & time management

Ability to work in an environment with tight deadlines/turnaround times as well as month-end requirements.

Attention to detail, excellent organizational skills and discretion with confidential information

Ability to do GAP analysis and recommend improvements.

Documentation of payroll procedures.

Thorough understanding and experience in collective agreement terms and conditions related to payroll.

Thorough understanding and experience in application and execution of organization's policies for management and non-union employees related to payroll.

Thorough understanding of accounting standards and principles including internal reporting standards, Ontario Healthcare Reporting Standards (OHRS) and internal control principles.

Knowledge of MIS guidelines and payroll Chart of Accounts.

Work Environment and Hours of Work:

8:30 a.m. - 4:30 p.m. Monday to Friday subject to change (35 hours per week; 70 hours per bi-weekly pay period).
