About the Role:
We are seeking a highly motivated individual with progressively responsible experience in municipal park operations to join our team. As the
Parks Supervisor,
reporting to the Manager, Parks and Facilities, you are responsible for the day-to-day operations and maintenance activities for parks, trails, waterfront, and horticulture, including the supervision, and scheduling of staff and contractors. You are responsible for developing, overseeing, monitoring, and continuously improving parks preventative maintenance programs and coordinating inspections, equipment needs, installations and signage to ensure maintenance and accessibility standards are met.
Key Responsibilities:
Plan, supervise, inspect, and schedule the overall maintenance operations of over 30 municipal parks and associated amenities including active parks (ball diamonds and soccer fields), turf and grounds management, horticulture and downtown beautification program, waterfront and beach maintenance, trails, waste collection, equipment/machine repair, and seasonal facility opening and shutdown.
Supervise assigned staff including scheduling of work, staff training/development, new-hire orientation, health & safety and other regulatory compliance, performance management/review, coaching/mentoring, collective agreement administration, timesheet review and overtime/vacation authorization, payroll submissions, progressive discipline, and termination recommendations.
Ensure Park facilities comply with safety, electrical, plumbing, mechanical system requirements and other applicable legislation, taking necessary action to resolve non-compliance as appropriate.
Respond to inquiries from and/or liaise with other staff, residents, community and special interest groups, internal departments, suppliers, etc. on service requests and work order activities, parks permits, special events, maintenance issues/requirements, equipment, and other parks operations matters.
Investigate vandalism/incidents/complaints related to Parks and follow up accordingly.
Provide input to the Manager in the development of parks maintenance and equipment standards, service level standards, parks and user policies, and other similar guiding parameters for operation.
Regularly review and evaluate Parks operations and service delivery methods/processes to streamline practices and foster excellence in customer service.
Administer and coordinate maintenance contracts for parks systems (i.e., irrigation, turf), equipment, other services (i.e., forestry), and materials.
Work closely with internal and external stakeholders to coordinate repairs, maintenance, and capital projects, and resolve complaints or concerns in a timely, professional manner.
Implement preventative maintenance programs for park assets (i.e. splashpads, playgrounds, trails).
Oversee and maintain inspections, service requests, works orders in applicable Town programs and systems.
Purchase necessary materials and supplies for the effective delivery of Parks services within approved budgets and in accordance with the Town Procurement Policy.

Education and Training:
Post-secondary education in Landscape Design/Construction, Parks and Recreation, Horticulture, Grounds Management or related discipline.
Certified Grounds Technician (CGT), Certified Recreational Facilities Professional (CRFP) through Ontario Recreation Facilities Association (ORFA) is an asset.
Maintenance Management Professional (MMP) Certificate is an asset.
Ontario Parks Association (OPA) and/or Sports Turf Canada certifications an asset
Pesticide License is an asset.
Possess Certified Playground Inspector or Registered Playground Practitioner designations or be willing to obtain.
Possess Valid Class "G" Ontario Driver's license in good standing.
Standard First Aid and CPR Certification.
Vulnerable Sector Police Check is required.
Experience and Knowledge:
A minimum of five (5) years' work experience in parks and recreation operations.
A minimum of three (3) years' supervisory/leadership experience.
Work experience in a municipal park environment is considered an asset.
Experience supervising in a unionized environment is considered an asset.
Extensive knowledge of park maintenance, equipment, best practices, and emerging trends.
Knowledge of Ontario Health and Safety Act (OHSA), Electrical Safety Authority (ESA) and Technical Standards and Safety Authority (TSSA), Ontario Building Code (OBC).
Knowledge of occupational hazards pertaining to parks and facility maintenance, and of effective safety control and precautionary methods.
Knowledge of labour relations principles and practices.
Working knowledge of electrical, plumbing, irrigation, turf, trails, playgrounds, splashpads, beaches maintenance and associated systems.
Proficient with Microsoft Office Suite (Word, Outlook, Excel, etc.). and a high level of comfort working electronically.
Ability to read, review and understand facility and construction documents, drawings, and specifications.
