Currently, the City of Belleville has an exciting opportunity for one (1) highly motivated and dynamic individual to join our Transportation and Operations Services Department as an Operations Technician. PURPOSE AND SCOPE: Reporting to the Operation Supervisors and Operations Manager, the Operations Technician is responsible for providing technical operational support to the Transportation and Operations Services department. KEY RESPONSIBILITIES/ACCOUNTABILITIES:

  • Provide technical support to the Operation Supervisors to ensure quality assurance of contracted work is in compliance with specifications and construction standards.
  • Perform year-round winter road maintenance patrol activities and on a shift arrangement during the winter period; initiates operational response activities including winter sanding, salting, snow removal, etc.
  • Identify and mitigate risk/liability in the operation and maintenance of municipal infrastructure.
  • Provide support as needed, with scheduling and documenting repair and maintenance of the work unit fleet equipment.
  • Review and recommend approval of permits for utility crossings, entrance culverts, oversized loads, road closures and installation of services.
  • Forward deficiencies/priority tasks to Supervisors to be resolved/carried out expediently by staff.
  • Coordinate locates for work assignments, alongside Supervisors.
  • Prepare and coordinate the preparation of background data to assist and defend insurance related claims.
  • Provide technical operational capacity of inputting maintenance records into Work Tech and MESH.
  • Evaluate effectiveness and efficiencies of work operations and accomplishments in compliance with Minimum Maintenance Standards.
  • Establish and maintain monitoring control processes to ensure operational activities coordination with the Operation Supervisors.
  • Respond to inquiries from the public or contractors as requested by the Supervisor.
Note: Above duties are representative of a typical position and are not to be construed as all-inclusive. EDUCATION/SPECIALIZED TRAINING/SKILLS: Essential (minimum) Qualifications:
  • Successful completion of a two (2) or three (3) year Community College Diploma Program as a Civil Engineering Technician or Technologist
  • Class G driver\'s license with clean driver\'s abstract
Asset (preferred) Qualifications:
  • C.E.T. or C.Tech. designation from the Association of Certified Engineering Technicians and Technologist of Ontario
  • Obtained or working towards C.R.S. designation from the Association of Ontario Road Supervisors
  • Demonstrated ability and skill in the proficient use of AutoCAD
WORK EXPERIENCE: Essential (minimum) Qualifications:
  • Minimum one (1) year experience in operations, municipal government or construction related practices in a transportation/operations related organization or company.
Asset (preferred) Qualifications:
  • Knowledge of field survey equipment.
  • Demonstrated knowledge of relevant legislation, regulations, guidelines, procedures and standards, including the Highway Traffic Act, Manual of Uniform Traffic Control Devices, Ontario Traffic Manuals, and Occupational Health and Safety Act.
  • Knowledge of and demonstrated ability in the following competencies; including customer service, communication, team work, initiative/self-management and accountability, and flexibility/adaptability.
  • Computer literacy utilizing MS Office software applications as well as proficiency with the application of specialized software relevant to the technical specialty.
