Operations ManagerPurpose of PositionThe Operations Manager plays a crucial role in overseeing the efficient operation of security services in alignment with the Canada Border Services Agency (CBSA). This position is based on site at the Immigration Holding Centre in Etobicoke and plays a pivotal role in providing management support, ensuring scheduling accuracy and compliance with operational procedures along with ensuring security delivery is at the highest degree.Work EnvironmentThis position will be based out of the CBSA Immigration Holding Centre, a federal holding center, used to detain individuals who are subject to immigration control measures. In order to be successful in this environment, you are required to be vigilant, empathetic and have the ability to work in a fast paced, high-pressure environment.Structure and RelationshipThis position reports to the Portfolio Director and will directly manage an Assistant Operations Manager along with indirectly overseeing a team of over 200 security personnel. This individual will also work closely and interact with CBSA staff along with HR, Scheduling and members of the GardaWorld Operations team.Required SkillsThe Operations Manager will require the following skill set:

  • Must be a Canadian Citizen or Permanent Residence with 5 years Canadian residency.
  • Minimum of five (5) years management experience overseeing a large team within a field directly related to law enforcement (RCMP/Municipal Police, CBSA, Correctional Services Canada) or security services.
  • Excellent communication, customer service, and interpersonal skills
  • Strong computer skills (Outlook, Excel, Scheduling software, Traktik)
  • Canadian citizenship or PR with 5 year Canadian residency
  • Leadership and problem-solving skills
  • Ability to work in a dynamic and at times stressful environment.
  • Ability to pass a reliability and VSC check at time of hire
  • Valid Ontario Security Guard license
  • First Aid and AED
  • High school diploma or equivalent (GED)
Task Related Objectives
  • Supervising and managing the delivery of security services. Making regular rounds at all required sites.
  • Monitoring the sites and its requirements, including but not limited to ensuring contractor resource requirements are met and post orders are being adhered to.
  • Monitoring and providing quality assurance for invoicing, as required to CBSA.
  • Identifying, documenting, and resolving issues escalated and submitting paperwork to the attention of the CBSA Project Authority. Escalating documented unresolved issues verbally and by email.
  • Identifying, addressing, and resolving contract performance issues.
  • Monitoring to ensure training resources is being delivered, including the delivery of such training where appropriate.
  • Reviewing and approving the schedules
  • Outlining performance expectations and addressing resource performance issues
  • Investigating and documenting incidents
  • Attending meetings with CBSA & Garda Management, as requested
  • Ensuring emergency management obligations are met.
  • Ensuring shift briefings are conducted by Shift Supervisors on daily occurrences and ensuring awareness of the content of briefings.
  • Ensuring that incidents are verbally reported immediately to CBSA management and followed up by a written report of the incident.
  • Maintaining up to date electronic logs of incident reports
  • Conducting ongoing management meetings with Shift Supervisors
  • Ensuring a bi-weekly list of new and replacement contractor resources is submitted to the identified CBSA employee(s), as well as a list of former resources along with their security information to ensure that the appropriate CBSA security clearance has been issued or cancelled.
  • Providing contract monitoring and performance reporting
  • Ensuring physical records are up to date on file for all guards.
  • Conducting supervisory visits to all required posts
  • Any other duties relating to the services.
