POSITION SUMMARY:

Under the general supervision of the Superintendent - Water Distribution & Wastewater Collection the Operation & Maintenance Supervisor is responsible for the supervision of daily operation/maintenance activities in the wastewater collection and water distribution systems.

MAJOR RESPONSIBILITIES

:Directs the operations and maintenance of the water distribution and wastewater collection systems. Supervises assigned staff including staff development, performance management/review, coaching/mentoring, health & safety, collective agreement administration, discipline, and termination decisions. Assesses staffing needs, makes recommendations on complement amendments, organizational structure, participates in recruitment process and makes effective hiring decisions. Creates complex and integrated work plans and schedules to achieve maintenance and service objectives for asset management, incorporating elements including routine preventative maintenance, major and minor repairs, process and equipment commissioning, special projects and related factors; conducts logistical evaluations to determine optimal methods of service and repair delivery. Utilizes operations and maintenance management planning systems, historical records, and other related data to forecast labour, materials and supplies, facility space, time, tool and other resources requirements; identifies resource constraints and develops plan priority and schedule adjustments on the basis of the analysis. Responsible for ensuring compliance with all related Provincial, Federal and Corporate regulations, requirements and policies. Participates in auditing and continual improvement of the QMS as per the quality management/quality assurance control programs in accordance with applicable legislation and regulations for the Section. Assists the Superintendent - Sewer & Water in the development of the sectional operational and capital budgets. Ensures safety regulations, programs, and procedures are adhered to; coordinates safety meetings as required. Designated as Operator in Charge (OIC), participates in the on-call duties associated with the water distribution and wastewater collection systems emergency response protocol; assumes the duties of the Overall Responsible Operator (ORO), on rotation as required. Acts for the Superintendent as required. Performs such other related duties as may be assigned.

QUALIFICATIONS:

Education and Experience:



Degree in civil, mechanical, chemical or environmental engineering, or related field, with three years combined administrative and supervisory experience, preferably in the municipal sector; or Diploma in an engineering technology field; or related field; with five years combined administrative and supervisory experience, preferably in the municipal sector; or Three years of related education together with a Class IV certificate of competency for water distribution and a Class III licence for wastewater collection; with five years combined administrative and supervisory experience, preferably in the municipal sector; and Proven experience in asset management and maintenance programs Knowledge of and ability to interpret applicable municipal by-laws, provincial legislation and related regulations

Skills/Abilities

:Strong leadership skills together with the ability to motivate staff Must be at basic skill level in word processing and spreadsheet software Excellent problem-solving skills Must have proven decision making abilities and excellent communication and report writing skills Must be capable of interpreting construction drawings and maintenance/operations manuals Must be competent within the meaning of the Occupational Health and Safety Actas amended and be capable of issuing clear and understandable written instructions Must possess a sound knowledge of all water metering programs and bylaws and be knowledgeable in the repair/installation of water meters Must possess and maintain a valid Class "G" Ontario Drivers Licence, or equivalent Must meet the definition of a competent driver as defined by the Corporation

CONDITIONS OF EMPLOYMENT:

Must obtain and maintain a Class I certificate of competency for Water Distribution as per O. Reg.128/04 within 18 months and a Class IV within 6 years Must obtain and maintain a Class I licence for Wastewater Collection as per O. Reg. 129/04 within 18 months and a Class III within 5 years Must undergo a successful Criminal Record and Judicial Matters Check (CRJMC) Must remain a competent driver as defined by the Corporation May be required to provide a successful driver's record (uncertified) May be required to work irregular hours, weekends and holidays
