Plans, coordinates, and manages the development of financial systems projects and/or change requests. Manages programmer analysts and contracts on projects, systems development and programming. Ensures quality assurance is achieved and all system changes conform to operations standards. Analyzes all aspects of technological change as it relates to financial systems and ensures that management is advised on its impact.

Provides information system expertise and other support to Corporate in providing to senior executive and functions involved consistent and readily available reference authority for obtaining/validating all financial, statistical and other factual information pertaining to the Corporation and its activities.

Leads the analysis, design, development and implementation of computerized databases and information systems required to support the operations and to ensure that all databases and reports are constantly updated to reflect current information.

Job Responsibilities

Below are the main job requirements and responsibilities for the officer, systems design and support:

- Manages and coordinates financial systems projects/enhancements progress.

  • leading in the analysis of specifications from financial users.
  • reviewing proposal provided by the project team and programmer analysts and implementing the optimal technical solution.
  • reviewing and adjusting projects/enhancements priorities in accordance with operational users requirements.
  • reporting projects/enhancements issues to management on timely basis developing project plans, providing cost estimates, resource estimates, and time frames.
  • leads the specification of information system requirements and information system development activities as they relate to the transfer of data, its maintenance, and retrieval and its direct access by the user.
- Supervises enhancements and provides ongoing support to existing production applications.
  • establishing priorities and time frames for application testing and enhancements for the function.
  • reviewing and approving the acceptance criteria for the testing and installation of system changes into production.
  • coordinates data collection activities by defining data and access requirements from functional, system and other corporate authority sources. Manages, develops and implements processes and procedures to ensure that required data is provided on a periodic and timely basis; ensuring that all systems and documents are approximately updated to reflect current information and that information retained is appropriately supported in terms of definitions, sources, update, etc.
  • leads and coordinates user support activities relating to the financial system which includes, documentation, training, hotline support, etc.
  • identifying and resolving system problems with the users and technical support groups.
  • establishing operational requirements/standards for the service level agreements as new systems are installed into production.

- Provides technical support and direction to programmer analysts and contractors on project analysis, systems development, and implementation of financial systems projects.
  • implementing the strategy and direction to the project team and programmer analysts.
  • ensuring the hardware and software solution will efficiently meet the objectives of the project.
  • monitoring project time frames and coordinating changes in the system specifications.
Qualifications

Education
  • Post-secondary education in Business or a related field
  • CPA (CA, CMA or CGA) designation, or enrolment in courses is asset
Experience
  • One to three years' experience in an environment focused on financial process and system improvements
Other Candidate Requirements
  • Experience with process mapping and system testing and creating process documentation, metrics and business requirements
  • Project Management is a highly preferred asset
  • Experience scoping, evaluating and testing internal controls
  • Demonstrated understanding and work experience in database management, integration, analysis and reporting software, tools and technologies using:
-Excel at an Advanced level, required

- Access, an asset

- ERP SAP, an asset

-Winshuttle Foundation, an asset
  • Presentation and graphics programs such as PowerPoint and Visio, an asset
  • Sound judgment and decision making abilities
  • Highly influential with good negotiating abilities
