As a Municipal Enforcement Officer III, you will be responsible for the direct supervision of a team of Municipal Enforcement Officers. This critical leadership role involves overseeing day-to-day frontline operations, from officer deployment to integrated service delivery. You will be tasked with mentoring and developing your team, setting clear goals, managing performance, and ensuring all work meets a high standard of quality. A key part of your work will be engaging with various internal and external collaborators to problem-solve, coordinate resources, and provide exceptional service. This position requires a leader who can empower staff, promote creative solutions, and support excellence in a dynamic environment.
What will you do?

  • Lead, mentor, and directly supervise a team of Municipal Enforcement Officers, overseeing their day-to-day activities and performance
  • Manage frontline operations, including officer deployment, scheduling, and integrated service delivery to address community needs effectively
  • Review and approve a variety of operational and enforcement documents, such as Municipal Government Act orders, violation tickets, and remedial action plans, to ensure quality and accuracy
  • Provide guidance to your team on the interpretation and implementation of municipal bylaws and provincial legislation
  • Respond to escalated inquiries and concerns from the public, Councillors' offices, and community partners with professionalism and diplomacy
  • Administer contracts for remedial services, including property clean-ups, weed control, and snow removal, from procurement to invoice approval
  • Support and participate in multi-agency initiatives like the Public Safety Compliance Team and Problem Properties team to address complex files
  • Assist in the hiring, onboarding, and training of team members
  • Other duties as assigned
Qualifications
  • Completion of a two-year diploma in Law Enforcement, Police Studies, Criminology, Sociology, or a related discipline from a recognized post-secondary institution
  • A minimum of five (5) years of diverse experience in bylaw enforcement or a related law enforcement field
  • A minimum of five (5) years of experience involving direct public contact, including demonstrated conflict resolution skills
  • A minimum of one (1) year of direct supervisory experience, including coaching and performance management
Assets:
  • Experience with contract management, including procurement and administration
  • Demonstrated public speaking and presentation skills
  • Proficiency with enforcement or mapping databases such as POSSE, SLIM, Pictometry, SPIN, or TACS
Skills required for success:
  • Strong leadership, supervision, and coaching skills with the ability to build and maintain a positive, team-oriented environment
  • Considerable knowledge of municipal bylaws, provincial acts, investigative techniques, rules of evidence, and court processes
  • Excellent communication and problem-solving skills, with the ability to de-escalate and resolve conflict in challenging situations
  • A collaborative mindset with the ability to build trust and obtain participation from your team and community partners

Conditions of Employment:
  • Compliance with the City of Edmonton's safety standards for Personal Protective Equipment (PPE)
  • Hire is dependent upon an Enhanced Police Information check to the satisfaction of the Edmonton Police Service and City of Edmonton. The application will be arranged as part of the application process for successful candidates
  • Candidates are required to hold a valid Alberta Class 5 driver's license (or provincial equivalent) or higher. Candidates will be required to arrange their own transportation and where appropriate will be reimbursed in accordance with City of Edmonton policy. This may require the candidate to obtain business use auto insurance
  • Possession of current Standard First Aid, CPR-C and AED certifications
  • Applicants may be tested
Work Environment:
  • This position ?may be eligible for a hybrid work arrangement ?with ?the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52.
  • The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance
  • Availability to attend events during the evenings and weekends may be required from time to time
  • Exposure to environmental conditions, including extreme temperatures, inclement weather, dust, noise, light variation, vibrations, chemicals, and exposure to mechanical and electrical hazards may occur
