Our experienced and engaged workforce delivers a diverse range of services and programs that continue to help us set new milestones for quality of life.Position Overview:Reporting to the Director of Protective & Community Services, the Senior Community Peace Officeris responsible for the operations and efficiency of the Municipal Enforcement department. The Manager exercises considerable judgment and independence in providing leadership and support to the department based on Council, corporate, and division strategic plans.This is a supervisory level position that oversees a team of Community Peace Officers (CPO) and Municipal Enforcement (Bylaw) Officers and supports the department by coordinating initiatives of enforcement, education, and protection of Town of Strathmore residents. The Senior CPO is involved in the inspections and enforcement of municipal, provincial, and federal laws. This position also assists in the overseeing of day-to-day operations, performs administrative functions, and is involved in the planning, development, and establishment of enforcement and administrative protocols. This position requires considerable confidentiality, attention to detail, and independent judgment.The Municipal Enforcement Manager deals with overly complex investigations, complaints of a highly sensitive nature, and issues that impact operational policies and procedures, as well as all regular enforcement functions. This position, a combination of administrative and field work, is accountable for the provision of effective leadership, strategic vision, goal setting, research and advice, internal/external partner collaboration, budget management, corporate policy adherence, and advice on all matters related to the Municipal Enforcement department. Responsible for planning, organizing, coordinating and directing public recreation services regarding enforcement, bylaw education, permits (trailer), and taxi inspections/licensing. Serving as part of the Division's management team, the Municipal Enforcement Manager works proactively to keep the Director apprised of pertinent information and developments as they relate to the department. Responsibilities may also include consultation, direction or response to emergency conditions during non-business hours.Key Responsibilities:

  • Ability to lead and supervise a small enforcement group.
  • Work within an enforcement role with strong communication and educational enforcement.
  • Ability to build relationships in a positive manner and able to work towards positive resolutions.
  • Review documents, such as bylaws, to ensure that are enforceable and relevant. Ability to present to Town Council when required.
  • Fiscally responsible for the Municipal Enforcement budget, approve appropriate expenses and complete any related paperwork.
  • Enforcing Municipal Bylaws, Provincial Statutes, Acts and Regulations.
  • Respond and field investigations of complaints.
  • Conduct routine patrols.
  • Provide friendly and informative education to the public, relating to Municipal Bylaws, Provincial Statutes, Acts and Regulations.
  • Attend calls for service under Responsible Animal Control Bylaw and other legislation including the rescue, trapping and transportation and impound of domestic animals.
  • Collect and maintain evidence as required; liaise with internal and external parties in joint investigations.
  • Attend Court when necessary and ensure evidence and Court procedures are conducted to a professional standard.
  • Maintain vehicle and equipment as required.
  • Undertake other tasks and responsibilities as required within the scope of this position.
  • Assist other emergency services as required.
  • Display a high degree of confidentiality, professionalism and diplomacy in a complex government and community office.
  • Ability to work as part of the Municipal Enforcement team.
  • Establish strong and positive working relations with both internal and external stakeholders.
  • Comply with all safety policies and procedures.
Required Education & Experience:
  • Completion of a two-year diploma related to Police Studies, Security, Criminology or related two-year diploma from a provincially recognized institute or college, supplemented by post secondary training in Business Administration and/or Management Development.
  • An equivalent combination of education and experience may be considered.
  • A minimum of five (5) years customer service experience, including three (3) years of diverse bylaw enforcement and/or law enforcement experience, plus one (1) year of experience in a related supervisory capacity.
  • Municipal experience is preferred.
  • Must possess a valid Class 5 Alberta Driver's Licence.
  • Community Peace Officer I appointment through the Alberta Solicitor General.
  • Eligible to obtain Commissioner of Oath status.
  • Ability to obtain and maintain an RCMP Enhanced Reliability Security Clearance.
  • Emergency First Aid Certificate with AED.
  • Incident Command System (ICS) Level 100, 200 is considered an asset.
Qualifications:
  • Ability to safely and properly operate a law enforcement vehicle and all related enforcement equipment.
  • Current documentation with respect to traffic stop courses (EVOC) and the ability to maintain certifications would be considered an asset.
  • Oleoresin Capsicum Aerosol training.
  • Expandable Baton Certification, or the ability to obtain.
  • Applicants must have successfully completed an approved Physical Abilities Requirement Evaluation (PARE), with a time of four minutes and forty-five seconds (4:45) or less, within the last six (6) calendar months as per the Peace Officer Program.
  • Eligibility to hold an appointment as a Community Peace Officer in Alberta.
  • Valid Alberta radar operator's certificate or the ability to obtain.
  • References from recent employers will be required as part of the recruitment process
  • Must be willing to work outdoors in all conditions
