SALARY: $61,828 to $86,372 per year (Pay Band 5) (Based on 37.5 hours per week)

JOB PURPOSE:

The Access Manager will interface with the public to provide information and support to patients to assist them in managing their wait time for surgery. The Access Manager will work to establish and maintain a coordinated approach to the management of patient concerns related to surgery. This will involve working within current structures in the RHA and with the Access Managers in the other RHAs. The goal is to improve the access to information for patients waiting for surgery.

The role also involves working with the Provincial Registry Manager, the surgical team and Program Management from their RHA to develop an understanding of current surgical issues, analyze information and reports, and ensure tools are developed or obtained to assist with surgical access management. The goal is to ensure that the required information can be obtained; that the information meets the quality standards for accuracy, timeliness, receptivity to client\xe2\x80\x99s needs, security of the information including privacy legislation, and reliability of the information; and a process is in place so it can be sent to the Provincial Surgical Patient Registry once it is operational.

QUALIFICATIONS:

Training in the following areas would be considered essential:

  • Baccalaureate degree in a health related field
  • Five years experience in a health care field with extensive exposure to medical specialists and administrators
  • Minimum two years business project management experience
  • Knowledge and / or experience in the preoperative environment
  • Experience working with health information technology
  • Advanced computer skills
  • Knowledge of descriptive statistics
  • Knowledge and understanding of medical terminology and procedures
  • Knowledge regarding data quality
  • Knowledge of human resources and conflict resolution
  • Knowledge of organizational behavior
  • Knowledge of quality improvement principles and processes
  • Experience developing policies and procedures
  • Leadership skills

KEY RESPONSIBILITIES:

SCOPE OF ACTIVITIES:
  • Establish and maintain a coordinated approach to the management of patient concerns related to surgery
  • develop a coordinated provincial approach to managing patient concerns related to surgery through working with the access manager in each RHA
  • coordinate a process and develop protocols for managing surgical access concerns within the access manager\'s respective RHA
  • interface with surgical patients, and / or their families, who are inquiring regarding their surgical wait, respond to concerns about placement on wait list
  • provide information on approximate wait time for a particular procedure in a particular facility within their RHA
  • provide support to patients and their families as they work their way through the waiting process
  • facilitate understanding the information on the New Brunswick Surgical Care Network Public Website
  • refer patients to appropriate resources
  • Surgical access concerns reports from patients
  • track and trend information with regard to surgical access concerns
  • report the findings to the surgical management team and senior management
  • recommend system and environmental improvements to improve the quality of care and service delivered to surgical patients
  • Quality management of information for the provincial surgical patient registry
  • work with the surgical team, senior management and other stakeholders to develop a process that will ensure that the required information is captured and can be reported in a timely fashion
  • monitor the quality of information going into and coming out of the registry for: accuracy of the information; timeliness of receiving information and reporting information; receptivity to clients (DHW, surgical team, and senior management) needs; security of information - privacy legislation; and reliability of information - the information you are collecting and reporting is congruent with the objectives
  • policy and procedure development: to know the process for developing policies and procedures; to develop and monitor policies and procedures for the receipt of information; monitoring and auditing the information; and for utilization of the information of the provincial surgical patient registry
  • privacy legislation: to be familiar with POPIA and other privacy legislation
Information interpretation
  • business / working knowledge of the surgical information: to be able to identify flags / areas of concern; and to ensure completeness of the information
  • ability to interpret the information in the provincial surgical patient registry: to be able to make the surgical team and Program Management aware of issues; to be able to make recommendations regarding resolution for areas of concern to the surgical team and senior management
  • reporting of information: to have knowledge of descriptive statistics; to be able to present information that is an accurate reflection and is easily understood by the surgical team and senior management; to be able to put the information in an easily understood context to ensure correct interpretation; and to develop reports that will better enable surgeons to manage their wait time and to determine what is required to meet their target wait times
Leadership and direction
  • to the surgical team and Program Management: to ensure quality standards of the information sent to the provincial surgical patient registry; to facilitate understanding of the information in the provincial surgical patient registry; and to create and analyze reports for the surgical team and senior management that clearly demonstrate the area of interest to the receiver
  • to family physicians and their office staff: to facilitate understanding the information on the New Brunswick Surgical Care Network Public Website
Utilization management
  • create models of effective access management approaches and match required capacity with demand for more effective surgical throughput: this would include the complete perioperative experience i.e. pre - op assessment and testing through to post operative care including the number of beds needed
  • assist with the monitoring of surgical system performance and benchmark reports
  • provide support to the surgical team and senior management with regard to surgical access management and target time frames
  • assist the surgical team with the development of clinical pathways and / or guidelines
  • Provide leadership on patient\'s needs and rights in regard to surgical access
  • participate on designated committees and task forces
  • assist in educating the community on patient needs and rights
  • Performs other tasks as required.
