Job Description


WORK ILLUSTRATION: The Manager, Engineering (Quality & Compliance) is responsible for organizing and directing staff and other resources to manage quality assurance and public safety regulatory compliance to ensure a high level of reliability and efficiency in the distribution system.
The incumbent is expected to behave ethically and follow the established code of business conduct, policies and internal control procedures, laws and regulations governing Toronto Hydro

KEY RESPONSIBILITIES:

  • Leads a team of engineers, analysts and student resources to execute the day-to-day tasks in an effective, efficient and safe manner; Provides guidance, coaching, and performance and attendance management feedback to staff to ensure safety and achieve maximum productivity
  • Develops, implements, sustains and continuously improves design, construction and equipment quality programs. These include Equipment Failure Analysis, Receiving Inspections, Supplier Quality Audits, Design and Construction Audits, and Non-Conformance Reporting
  • Oversees compliance with Ontario Regulation 22/04 as enforced by the Electrical Safety Authority (ESA); Responds to public safety concerns, completes the Annual Audit and Declaration of Compliance and related due diligence inspections, and oversees the completion of the audit gaps; Responds to information requests and compliance inquiries from the ESA; Participates on ESA working groups and ensures Toronto Hydro is aligned with ESA requirements, guidelines and best practices
  • Develops and maintains the Public Safety Risk Framework (per the ERM methodology), and provides required reporting, to help the organization effectively mitigate public safety risks; Keeps apprised of industry best practices related to public safety risk management, and recommends and introduces enhancements to public safety risk management
  • Oversees the preparation of reports, management of scorecards, as well as Project Status Reports, and ad hoc reporting as required by Senior Management
  • Leads department engagement and safety meetings and carries out safety responsibilities in accordance with current safety performance standards, and participates in the development of improved safety programs
  • Engages, influences and collaborates with internal and external stakeholders to resolve issues, ensure alignment, achieve synergies, and obtain buy-in and support for new initiatives

REQUIREMENTS:
  • Bachelor degree in Engineering \xe2\x80\x93 Electrical or Mechanical preferred
  • Registered Professional Engineer (P.Eng) in Ontario
  • 7-10 years\xe2\x80\x99 experience (in Utilities industry preferred)
  • Minimum three (3) years progressive people and/or project leadership experience
  • Graduate level education (Masters in Engineering or MBA) is an asset
  • Project Management Professional (PMP) Certification and/or quality assurance designation preferred
  • Knowledge of the electrical distribution system and distribution system equipment
  • Familiarity and experience with Ontario Regulation 22/04 and the Electrical Safety Authority
  • Strong understanding of the operations of an electricity distribution utility, including knowledge of standards, planning, design, construction, asset management, system reliability, system control, regulatory obligations, procurement, and maintenance
  • Strong understanding of quality concepts and standards
  • Strong understanding of risk management
  • Strong written and verbal communication skills
  • Strong problem solving and decision-making skills
  • Strong analytical skills in order to evaluate scenarios, identify trends and make sound recommendations
  • Demonstrates stakeholder and change management skills
  • High proficiency in Microsoft office suite of applications and database management
Toronto Hydro has introduced a Hybrid Work Arrangement. This position allows for remote work up to three days per week, based on business needs. Employees will be required to come onsite on those days when they are involved in activities that they or their leader feel are better conducted in person. You are expected to live in Ontario and within reasonable commuting distance of the office.
