Job Description


** This posting is for 1 Full-Time Temporary position that may be extended up to 18 months in accordance to Section 18.02 of the Collective Agreement **The Project Planning Analyst will work with areas across the Edmonton Police Service (EPS) to demonstrate the impact they are having on moving forward the Strategic Plan. Embedded within the Portfolio and Reporting Branch, the position reports to the Program Manager, Enterprise Portfolio Office and utilizes a strategic, organization level mindset with analytical abilities to support advancing the organizational strategic agenda.The incumbent will be responsible for providing direct support and expert counsel to EPS for performance management, including the measurement, analysis and reporting of results. This position will also be involved in strategic planning, business planning, and change management. The responsibilities of this position include:

  • Support the development of an EPS project portfolio lifecycle with corresponding measurement and monitoring systems. This will support assessment of strategic and business outcomes and performance metrics using research, benchmark development, and target setting.
  • Develop key performance metrics to assess strategic outcomes and initiatives across a variety of EPS project portfolios, and at varying levels of the organizational structure.
  • Assist in the development of a KPI dashboard based on the EPS project portfolio performance and health measurements.
  • Coordinate with various business units across the organization to collect and collate key performance metrics, initiatives, and project updates etc. and create a quarterly performance review presentation. Update the format as it evolves to include additional data, metrics, and reports as required.
  • Conduct research and environmental scanning of other police agencies and related industries to assess performance measurement related best practices, processes, and procedures of the project portfolios. Support the completion of Briefing Notes and ad-hoc qualitative and quantitative analysis in emerging topics.
  • Ensure that the Service works toward common goals and outcomes. This work involves developing and stewarding project portfolio processes to gather, analyze and organize information to assess and adjust strategic direction in response to an increasingly complex and ambiguous environment.
  • Actively facilitate workshops, conversations, and meetings to create common objectives and move projects forward.
  • Research and develop new frameworks, best-practices and methodologies associated with strategic and business planning related to EPS project portfolios.
  • Be a respected resource to support Bureaus in business planning and project portfolio development. This position is responsible for developing and evolving project portfolios, policies, and agreements to achieve business objectives.
  • Use project management methodologies to identify, manage and mitigate strategic risks to project portfolios, strategies and the organization as well as perform health and monitoring activities such as conducting post initiative evaluations and capturing lessons learned amongst others.
  • Support in applying a systems-level lens to complex problems to assess challenges and support development of strategies to address those challenges.
  • Foster a culture of collaboration and networking amongst bureaus, and across the service.
  • Develop and steward relationships that support the success of the project portfolios at the organization level.
  • Prepare and deliver reports and presentations to executive audiences, including quarterly engagement with leadership teams to review the impact they are having on moving forward the Strategic Plan.
  • Other related duties as required.
Qualifications
  • University Degree (master\xe2\x80\x99s preferred) in a Business Administration, Statistics, Economics, Engineering, or a related field. A graduate level degree or beyond is an asset.
  • It will be considered an asset to have professional or technical designations/certifications in areas such as business analysis, performance management, project management, data visualization and reporting, and change management.
  • Minimum four (4) years of progressive professional experience in strategic planning, operations, performance measurement, analytics, and reporting.
  • Experience developing and implementing performance measurement frameworks, developing KPIs, and linking measures and outcomes to strategic or business goals.
  • Experience in designing, collecting, and reporting organizational or departmental performance results to decision-makers using dashboards, scorecards, tables, graphs, infographics, and storytelling.
  • Experience conducting qualitative and quantitative research, business case development, cost-benefit analysis, gap analysis, and budget modeling.
  • Experience creating and providing presentations, briefings, and reports that convey simple and clear messaging based on complex and large information.
  • Proficiency in designing and facilitating workshops and off-sites with experience in facilitating discussions and leading workshops.
  • Demonstrated ability to complete strategic business studies, write strategies and to develop and present recommendations and reports.
  • Proficiency in managing large projects requiring collaboration and input from diverse stakeholders.
  • Synthesis, problem-solving and analysis skills; ability to develop and present new ideas and conceptualize new approaches and solutions.
  • Experience, certification, or training related to Indigenous Awareness is considered an asset.
  • Experience, certification, or training related to Gender-based Analysis Plus (GBA+) is considered an asset.
  • Excellent written, communication, presentation skills and experience in facilitating discussions and leading workshops.
  • Expert level proficiency with Microsoft Office Suite including experience with data analysis & visualization, and Pivot Tables in Microsoft Excel.
  • Excellent interpersonal and communication skills with an ability to break down complex concepts and communicate without prejudice, while forming collaborative partnerships that engage various levels within the organization.
  • Applicants may be tested and/or required to provide samples of work.
  • As part of your pre-hire screening, you will be required to complete an Enhanced Security Clearance. Should you accept employment with the Edmonton Police Service you acknowledge and agree to participate in future Enhanced Security Re-Clearances at scheduled intervals or in any other circumstances, exigent or otherwise, as required by Human Resources Division.
Hours of Work: 40 hours per week, Monday \xe2\x80\x93 Friday. Hours of work may be subject to the terms and conditions of variable hours of work program.Salary Range: 21M, Salary Grade: 030, $46.08 - $58.23 (Hourly), $3,686.90 - $4,658.60 (Bi-Weekly), $96,227 - $121,588 (Annually).
