Reporting to the Director, Infrastructure & Operations and working out of their brand-new office, the City of Whitehorse is seeking a strong water and waste management professional to help lead a team of 50 in the department. In the role, the new Manager will:

  • Plan and implement the development and delivery of operations, maintenance to meet municipal water treatment and distribution system, wastewater collection and treatment, storm drainage and waste management systems.
  • In collaboration with the management team, direct the review and evaluation of water and sewer activities on an on-going basis and recommend improvement to system policies, standards, processes and facilities.
  • Manage and provide leadership to an incredibly talented team of 50 with 6 direct reports in line with collective agreements and city policies.
  • Ensure all water and waste systems are operated in accordance with regulatory and legislated requirements.
  • Manage maintenance activities that include establishing service and priority setting agreements with other departments.
  • Ensure that safety procedures and standards are followed by staff throughout the department.
  • Prepare and control the department\'s annual Capital, Operation and Maintenance four-year budgets.
  • Draft and process purchasing contracts for equipment, materials, supplies, capital goods and services.
  • Participate actively on various joint committees to maintain ongoing relations between management, employees and act as Director, Infrastructure & Operations as assigned
For this important hire, the city is looking to meet candidates who possess a nice mix of the following:
  • An equivalent combination of education, training and experience may be considered. Please note majority of experience must be from Canada.
  • 8 years of progressive related experience in a government entity, regulatory body or EPCM firm focusing on water and wastewater management - including at least four years\' supervisory experience combined with on the job training.
  • Completion of Environmental Operators Certification Program \xe2\x80\x93 level 3 or 4. Water & WasteWater Technology Diploma or degree in Water Resources, Environmental, Civil or Hydrotechnical Engineering optional.
  • Excellent management track record with specific accomplishments in directing budgets and strategic planning and to provide effective recommendations as a member of the management team.
  • Experience leading large infrastructure project and asset management would be ideal
  • A proven track record and commitment to safety and environmental procedures and encouraging a safe work environment.
  • Excellent organizational skills, prioritizing and ability to multitask with minimal supervision.
  • Excellent skills relating to communications, team building, liaise with stakeholders, human relations, strategic operational and financial planning, and problem solving.
  • Proven written and oral communication skills to develop and present reports, position papers and proposals.
The compensation package for this position will include base salary in the range of $124,224.53 to $157, 036.72 with full benefits, bonus, 4 weeks\' vacation with 2 weeks additional management leave, RRSP at 14% as well as mental health funding and professional development.
