Position Summary
This is a term opportunity for up to one (1) year with the possibility of extension and the potential to become permanent.

This position is responsible for the management of the Solid Waste Operations Branch within the Department of Water, Waste and Environment, including operational and program planning, stakeholder relationship management, financial management and people leadership.

The mandate includes responsibility for the delivery of the solid waste collection program which consists of pick-up and delivery of municipal solid waste to over 63,000 residential properties to the landfill, and providing managerial planning, leadership, and direction for the operation of the City of Regina (City) owned landfill. In addition, managing customer inquiries such as requests for new service and changes to existing service. Overseeing the acceptance and processing of unwanted materials and implementation of engineering and environmental measures to ensure public health and safety, protection of the environment and to provide services and regulatory controls to facilitate community life.

More specifically, the primary responsibilities of the position include: Managing all human resources related activities including all aspects of employee development, training, safety requirements, grievance handling, employee relations, recruitment and selection, performance management, and progressive discipline management. Developing business cases to provide information for changes or major purchases and to inform Council/other decision-making bodies with accurate information on the identification and development of capital/operating plans and projects. Managing the identified resources (budget, people, and equipment) of the branch, including assessing and managing external resources such as engineering consultants and contractors. Developing specifications for Requests for Proposals and, when appropriate, negotiating the contract for services or products/equipment. Staying informed and current on new products, materials, processes, and equipment related to the work to ensure that new technologies related to Solid Waste Operations are assessed to determine if change would add value to the City. This includes making recommendations for budget approvals for purchases, changes in processes and technology, and evaluating the impact of the change; and Developing procedures, levels of service, standards, and guidelines as required for the operations of the unit to ensure standard, consistent work in specified areas. The successful candidate will typically have a minimum of seven years of experience in a related municipal field and five years of senior supervisory and managerial experience. In addition, candidates must possess strong communication, team building, leadership, negotiation, change management, planning and project management skills.
