About the Division:
The Employment and Training Division supports programs and services that ensure a skilled workforce by providing apprenticeship training and services to ensure Ontario has the skills to compete and succeed. We prepare unemployed Ontarians to enter or re-enter the workforce and help students find summer employment. We provide literacy, numeracy, and basic skills upgrading to assist people in entering or re-entering the workforce. We help internationally trained individuals successfully integrate into the economy, provide assistance to workers facing business closures or other significant workforce adjustments, and provide policy, planning, and research support on labour market and training matters.

What can I expect to do in this role?

Reporting to the Regional Program Manager, you will:

  • Provide leadership and direction in an assigned geographic area for the establishment of a service delivery framework for provincial employment programs and services, including human resources, interventions, income support assistance, and outreach within the community.
  • Provide clients with access to effective labour market services.
  • Manage office operations and multi-disciplinary staff within a team environment, including accountability for a large program budget.
  • Lead the development of local strategies and activities to support the delivery of responsive employment programs and services to the public, aligned with emerging priorities, market conditions, and government directions.

  • You have a demonstrated ability to manage and drive transformational change, address opportunities for continuous improvement, and improve operational efficiency.
  • You have a demonstrated ability to set strategic plans and priorities using the diverse capabilities and talents of employees.
  • You have proven problem-solving skills to respond to challenging situations.
  • You have experience reviewing and analyzing community-based services.
  • You have experience implementing office procedures that ensure program targets are met, resulting in high-quality program services.


Communications and Relationship Building Skills

  • You have strong communication skills to provide advice, interact, train, and negotiate effectively.
  • You can prepare clear and concise reports to support the delivery of employment programs and services.
  • You have strong stakeholder management skills used to consult and develop collaborative partnerships with stakeholders and delivery partners.
  • You have experience in establishing positive working relationships with community organizations.


Technical Knowledge and Experience

  • You have knowledge of risk-based program delivery, transfer payment accountability, and community development.
  • You have a demonstrated ability to lead the delivery of programs and services through both staff and transfer payment agencies.
  • You have knowledge of employment programs, products, and services.
  • You have experience coordinating operations within an office environment that includes working directly with the public.
