Job Summary Reporting to and collaborating with the Director, CTO Services, the Manager, R&D Centre, is responsible for establishing an R&D Centre and subsequently leading and coordinating research and development activities for the Technology Organization (TO) at NAV CANADA at all times ensuring that strategic objectives are supported.

Collaborating internally with stakeholders across the Technology Organization and externally with business partners and academia, the Manager coordinates activities related to conceptual ideation, stakeholder value exploration, evaluation of emerging technologies and/or processes, with a view to selecting and developing those that are most promising through PoC-driven evaluation.

In this role:

The Senior Manager will.
  • Define the mandate of the R&D Centre: Clearly define the objective and scope of the R&D Centre. Identify the areas of focus, such as new services or technologies, and determine the desired outcomes and strategies, based on a firm understanding of NAV CANADA\xe2\x80\x99s strategic goals and objectives.
  • Develop processes and frameworks: Develop processes and frameworks that enable the R&D Centre to function efficiently and effectively and align with pre-established processes and frameworks. Establish guidelines for idea generation, evaluation, and selection, as well as for project management and communication.
  • Identify the resources needed: Determine the resources needed to establish and operate the R&D Centre, such as physical and virtual space, equipment, technology, and staffing.
  • Establish budget Identify potential sources of funding, such as internal budget, grants, and partnerships with external organizations. Develop a budget for the R&D Centre that includes expenses such as salaries, equipment, marketing, and events.
  • Establish partnerships: Establish partnerships with universities, research institutions, startups, and other external organizations to gain access to new ideas, talent, and resources. It is extremely important to leverage relevant innovation everywhere!
What you bring:
  • Degree in Computer Science, Engineering, or Information Technology; post-graduate degree such as MBA is an asset.
  • Minimum 10 years technology management experience, including substantive experience in each of the relevant disciplines: Design and implementation of full stack architecture (application, data, security, and infrastructure) on premise and cloud.
  • Significant experience working in or closely with business and/or operational functions.
  • Experience in developing collaborative people networks to pursue new research opportunities
  • Experience in establishing an R&D centre is an asset.
  • Strong negotiation skills applied both internally and externally with third parties

Working Conditions:
