THE ROLE: Based in the Edmonton office, reporting to the Director of Continuous Improvement, the QA/QC Manager is responsible for establishing and managing the Quality Management System across the organization. The QMS must identify the Quality Assurance & Quality Control requirements to ensure the technical integrity of Backwoods’ maintenance, turn-arounds and project execution. The QMS must ensure that project, or site specific, quality plans are developed and implemented to the quality standards required by the ‘Specification and Technical Standards’ outlined by the Owner, the regulators and Backwoods. Regular site interaction with operations is required. The QA/QC Manager works with the Director of Continuous improvement and operations to develop strategies, plan programs, adjust/improve tactics to increase effectiveness of Backwoods QA/QC Management System, and provide direction and guidance to Backwoods Divisional and Project Leadership. The ideal candidate has post-secondary education in quality management and/or welding and project management, combined with a broad background of leadership and field experience. Travel up to 50% of the time will be required.
WHAT YOU’LL BE DOING:
  • Responsible for development, implementation, certification, and ongoing maintenance of Backwoods QA/QC Management System., including, but not limited to:
    • Quality assurance and control systems for the execution phases of Backwoods projects.
    • Welding Procedure Specifications for Backwoods Mechanical Division, which align with legislative, and industry requirements
    • Vendor and subcontractor management, in all relevant aspects of quality assurance and control
    • A non-conformance (NCR) and deviation control systems and reporting.
    • Audit and verification systems.
    • Training affected stakeholders on how to effectively execute their responsibilities defined in the QA/QC Management System.
    • System performance and reporting.
  • Take a leading role during the initiation phase to clarify all QA/QC requirements in support of the projects and maintenance teams. Advise on all matters relating to inspection and quality assurance and control through the front-end planning, construction and turnover, and commissioning phases of the project.
  • Develop, review and approve Quality Management Plans (QMP) and Inspection & test plans for each project or site, which align with client specifications and work activities.
  • Oversee the recruitment and training of quality personnel.
  • Be an active visible leader in Backwoods HSE program and initiatives. Verify safety risks associated with quality control are identified and adequately controlled (ionizing radiation, confined spaces etc.).
  • Communicate QA/QC requirements and procedures with subcontractors and suppliers.
  • Leading investigations on quality issues and identify continual improvement opportunities
  • Verify integrity and quality management are adhered to by subcontractors, and its company’s internal quality check systems exist and work.
  • Coordinate vendor shop inspections and support acceptance tests.
  • Review and verify turnover documentation are completed correctly on a timely basis.
  • Provide expertise on inspection techniques and methods as needed.
  • Identify and execute Ownership of QA/QC initiatives.
  • Provide guidance and support to all QA/QC & project team members.
  • Support and mentor project leadership teams.
  • Represent the company and ensure it is compliant with the legislation, industry standards and client requirements.
  • Promote and advocate quality achievement and performance improvement across the organization.
  • Provide leadership developing and directing QA and quality improvement initiatives .

WHAT WE’RE LOOKING FOR:
  • Minimum 15-20 years’ experience.
  • Education related to the quality/welding and construction environment. (Example: Welding Engineering Technology, Materials Engineering Technology, Level 2 or 3 CWB Inspector with either piping or vessel endorsement)
  • Proven background as a QA/QC Inspector in large scope projects
  • A combination of education and experience will also be considered.
  • Strong knowledge of code requirements.
  • The ability to navigate through appropriate technical books.
  • Strong written and verbal skills.
  • Must demonstrate a collaborative attitude in working with members of a team.
  • Effective communication, both verbal and written.
  • Ability to lead a project using own initiative.
  • Ability to create and maintain accurate and organized documentation.
  • Proven leadership skills.
  • Able to interpret, evaluate and apply regulations, policies and procedures to a wide variety of work situations.
  • Knowledge of core computer programs.

  • Possesses broad range of QA/QC technical/function expertise and general business knowledge.
  • Co-ordinates and supervises the daily activities of QA/QC Inspectors and Project Team members executing quality related functions.
  • Sets priorities for the team to ensure task completion within specified timelines.
  • Sets priorities for corporate QA/QC Strategic objectives and ensures they are effective implemented within the defined timelines.
  • Is aware of each person’s career goals, holds frequent development discussions and constructs compelling development plans and executes them.
  • Most of their solutions turn out to be correct when judged over time; learns from mistakes both in process of making decisions and final results.
  • Trusts people to perform; clearly and comfortably delegates important tasks; establishes clear direction and objectives and is planned and organized.
  • Overall satisfaction of Quality Team, Director, C and internal clients.
