:Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto's subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.At Metrolinx, equity, diversity and inclusion are essential to living our values of serving with passion, thinking forward and playing as a team.The Manager, Property Management in the Real Estate Management team is responsible for implementing the objectives of the Metrolinx Real Estate Strategy and providing management in the onboarding and maintenance of new and existing real estate properties in support of Metrolinx's deployment of a comprehensive and integrated regional rapid transit network (Program). The incumbent will provide oversight in property management, asset protection and security, maintenance, building demolition and major repairs, and preparation of properties for interim usage and revenue generation prior to handover for Program deployment.What will I be doing?

  • Manage the Property Management team in efficient and effective management of Metrolinx's interim property portfolio, between property acquisition and handover to the constructor, reducing financial, environmental, and keeping reputational risks to a minimum.
  • Lead the property management team in the early identification and onboarding of properties that will require property management and/or building demolition and eventual disposition of property where infrastructure is to be transferred to municipalities or other entities post-construction.
  • Work with the Property Transactions and Administration and Property Disposition teams to understand property requirements and identify potential surplus assets as well as help optimize program properties (through short-term leases and licences) between acquisition and handover to the project constructors.
  • Lead and manage continuous review of the active property portfolio as well as maintenance of the property data bases to ensure complete and accurate portfolio information.
  • Provide subject matter expertise to the Director, Property Management as well as the Metrolinx executives and management team on realty and land use asset management by providing advice and influencing corporate decision making.
  • Identify gaps and inefficiencies based on performance analytics and work with internal staff and stakeholders to develop and improve policies, procedures, tools, systems, and best practices.
  • Prepare and review approval authorization memos and presentations or briefing materials for Senior Management to support effective decision making.
  • Oversee annual and long-term budgets and staffing plans that adhere to corporate standards and applicable legislation.
  • Provide creative thought leadership with input from others to develop and deploy a strategic vision; connect and align projects with strategic corporate goals.
  • Lead and supervise direct reports in daily responsibilities, including all recruitment and hiring of additional staff.

What Skills and Qualifications Do I Need?
  • Completion of a degree in Urban Planning, Construction Project Management, Real Estate Management, Architecture, or related discipline - or a combination of education, training and experience deemed equivalent.
  • Demonstrated valid experience /training in Property, Real Estate management, Tenant Management or Construction Management preferably with public sector experience.
  • A valid G-Driver's license in good standing is a must have for this role.
  • Experience leading and managing construction projects including a strong working knowledge of project budgets, work-back scheduling, risk management and Lean tools.
  • Demonstrated experience in people management and leadership skills to manage, motivate, and guide a high performing team, including providing coaching and guidance to staff members on individual performance.
  • Knowledge of/expertise in real property and tenant management with demonstrated issues management experience.
  • Financial oversight experience to ensure teams are meeting objectives within project budgets and costs effectively.
  • Knowledge and clear understanding of risk management as it relates to property management and the development of plans and processes to identify and mitigate risk.
  • Proven procurement experience and ability to manage a variety of external service providers and technical experts including Legal, property management professionals, utility companies, consulting engineers, contractors, and security services.
  • Excellent communication skills including memo development, presentations skills and data reporting to support the management team.
  • Strong knowledge and experience interpreting and applying relevant legislation, contracts, lease agreements, and ability to understand survey plans and engineering drawing related to property management.
  • Proven leadership in change management to lead the implementation of new organizational structures, business models, technology, and processes.
  • Excellent interpersonal and relationship building skills with senior level internal and external stakeholders such as private sector corporations, land development organizations, government organizations and communities.
  • Proficiency with speaking to the public, including landowners and tenants to help resolve issues in a timely manner.
  • Understanding of real property transactions including leases, licenses, easements, and dispositions with a variety of key players including ministries and government agencies, municipalities, utilities, and telecommunication providers as well as private landowners.
  • Ensure compliance with the Province's Realty Directive, and Metrolinx's Realty Policy and Contract Approval Authorization and Document Execution Policy.
  • Knowledge of Human Resources legislation (ex. Employment Standards Act.
