Plains is currently looking to fill the position of Manager, Operations Engineering. Reporting to the Manager, Operations Technical Support, the successful candidate will manage the Operations Engineering (OE) team for Plains Canadian Crude Division assets. This team acts as the engineering authority for the division and is responsible for provision of technical support for:
Maintaining safe and reliable operations Regulatory compliance Asset Optimization Commercial Expansion

The OE team provides support and guidance on all aspects of production, product quality, troubleshooting, optimization, maintenance, reliability, condition monitoring, project development/execution/management, management of change, process safety management, technology selection and evaluation, and environmental/regulatory compliance.

The position is based out of Calgary office but requires periodic travel to field offices and assets located throughout Alberta and Saskatchewan.

Responsibilities:

  • Assume the role of Engineering Authority for Canadian Crude Pipelines
  • Provide overview and leadership in HSE Assurance on capital projects;
  • Oversee training and career development opportunities of district engineers;
  • Provide guidance and consultation on pipeline operational optimization and troubleshooting;
  • Provide mechanical integrity and process safety assurance for the assets and facilitate delivery of safety, integrity and environmental performance of asset;
  • Responsible for the development and oversight of the maintenance capital budgets and forecasts, as applicable to Operations Engineering;
  • Work with internal PMC stakeholders to develop projects that are aligned with PMC business objectives;
  • Ensure safe, reliable operations and efficient management and execution of support engineering;
  • Approve all MOCs for District
  • Support develop and maintenance of Long Range Plan (LRP) for Operations Maintenance Capital
  • Ensure all regulatory requirements (AER, CER) are met for jurisdiction for all Engineering work
  • Ensure Engineering regulations are met (Alberta - APEGA) by all work by direct reports and contractors
  • Ensure engineering resources are available for emergency breakdowns
  • Ensure engineering team meets the requirements of the district for essential disciplines (pipeline design, hydraulics, control systems, measurement)
  • Work with Area Management Teams (AMTs) to ensure operational requests are addressed in a timely manner
  • Provide input and management to the district Risk Registry by monthly reviews with District Manager and Operations and Maintenance.
  • Provide resources to attend HAZOPS, Safety meetings, Work Order (WEMP) meetings
  • Manage/support root cause failure analysis
  • Managing/supporting condition-based monitoring programs
  • Monitoring/improving asset performance
  • Ensure all direct reports provide the engineering services required by PMC and operations.
  • Ensure direct reports are following practices and procedures as per PMC policy and guidance
  • Ensure effective cross functional communications are maintained with Operations, Maintenance, Control Centre, Measurement, Commercial, Technical Services, Project Development, Expansion Projects, PSM, Asset Integrity, Regulatory, and Environment.
  • Provide engineering leadership during APEGA audits
  • Provide bi-weekly reports and projects as requested
  • Attend MOC meetings, Safety meetings, Commercial and logistics meetings
  • Participate in front end development of expansion projects
  • Authorize and approve expansion work done by other engineering groups
  • Attend Expansion Projects Design reviews, Model reviews and HAZOPS
  • Maintain and drive progress on HAZOP and Studies recommendations
  • Attend Monthly PSM RAR reviews
  • Drive work order management for engineering team
  • Approve and apply Engineering stamp for District Safety Practices associated with OH&S processes. Such as Hazardous Energy Isolation processes and any non-routine procedures required by regulations
  • Provide reports and metrics for AMT Maintain RM status with APEGA or equivalent provincial or state regulations
  • Accountable for compliance with minimum requirements for process safety documentation; and
  • Contribute technical skills to incident investigation and emergency response planning / exercises as appropriate.


Qualifications:
  • Licensed Professional Engineer (mechanical discipline preferred) and be a member of or eligible for membership of APEGA and APEGS associations;
  • Must have 10+ years of engineering experience;
  • Previous supervisory experience in an engineering role would be preferred;
  • Strong working knowledge of pipeline operations including SCADA & pipeline control systems, MCCs, Pressure piping, pipeline instrumentation, Lease Automated Custody Transfer Systems, truck loading & offloading, atmospheric storage tanks, crude blending, pumps, metering;
  • Strong working knowledge of CSA Z662 code requirements
  • Strong working knowledge of pipeline regulatory requirements for Alberta (AER), Saskatchewan (MER) and Federal (CER)
  • Strong project management experience with exposure to brownfield projects;
  • General knowledge of standard practices, industry and regulatory standards is required;
  • Effectively and easily communicates with individuals at various organizational levels;
  • Strong interpersonal, influencing and communication skills and of leading teams
  • Makes effective decisions as necessary and takes a leadership role in solving problems;
  • Ability to adapt to and work effectively with changing environments and priorities;
  • High self-motivation with the ability to learn quickly and the ability to work with minimum direction;
  • Strong analytical skills and technical acumen; and
  • Ability to demonstrate strong HSE awareness.
