Halifax Regional Municipality is inviting applications for (1) one permanent position of Manager of Fire Inspection Services in the Fire Prevention Division with HRFE

Under the direction of the Division Chief, the Manager of Fire Inspection Services is responsible for the Fire Inspection Services Branch of the Fire Prevention Division, including the coordination and oversight of the day-to-day operation, execution of various project initiatives, & management of staff. Acting as a Subject Matter Expert (SME), the Manager provides senior technical advice and direction respecting the Nova Scotia Fire Safety Act, construction standards, product standards, Municipal by-laws and HRM administrative practices and policies. This role must ensure clear and consistent communication between staff and upper management.

The Manager of Inspection Services is responsible for the service and performance excellence of the branch that includes the design & implementation of organizational and procedural changes to improve branch performance. The Manager is required to act in concert with the policies and procedures outlined by Halifax Regional Fire & Emergency and any pertinent Municipal, Provincial and Federal legislative requirements. This position is appointed as a Municipal Fire Inspector pursuant to the Nova Scotia Fire Safety Act.

The Manager of Fire Inspection Services leads through integrity, credibility and by example in a manner that supports and promotes the mission, vision, and values of HRFE, and is a key member of the HRFE Management Team

KEY RESPONSIBILITIES

  • Assigns and monitors work of employees.
  • Supervises all work and project deliverables in the areas of Fire Inspection.
  • Resolves conflicts resulting from business unit activities i.e., interpretive, and procedural disputes with clients, non-compliance
  • Initiates and applies corporate attendance support program as required.
  • Builds strong, effective, and collaborative relationships with key industry stakeholders and departments.
  • Coordinates and tracks all prosecretory work, including the submission of prosecution referrals.
  • Develops, reviews and/or coordinates the development of policies, operational guidelines, job manuals, and regulatory legislation
  • Conducts performance evaluations and provides constructive feedback and mentorship to staff as required
  • Provides guidance and training opportunities for staff to build on established corporate competencies and technical abilities
  • Monitors training and development plans, performance objectives and review of the staff; sets and recommends benchmarks and performance measures for the staff &division
  • Acts as Subject Matter Expert within the application and interpretation of the Building Code Act, Fire Code Act, related regulations, and By-laws M200, O109, F100,&B400.
  • Responsible for keeping current with codes and standards, regulatory practices, and operational policies and procedures
  • Conducts and assists with fire safety inspection files as required
  • Reviews tender documents for compliance with Orders to Remedy required under the Fire Safety Act.
  • Reviews and coordinates summary offence issuance and development and submission of prosecution referrals
  • Must be able to be appointed as a Municipal Fire Inspector and/or Local Assistant by the Fire Marshal.
  • Develops, reviews and/or coordinates the development of policies, operational guidelines, job manuals, and regulatory legislation. Recommends any changes or additions deemed necessary.
  • Prepares schedules, daily time sheets, accident/injury reports, enforcement documents and material requisitions.
  • Responsible for the recruitment, training, development, & orientation of new employees.
  • Responsible for budget monitoring and control (reviews and approves requisitions, expense claims within spending authority).
  • Schedules and approves staff call-in and overtime.
  • Submits and approves staff payroll, attendance, vacation, sick leave
  • Administers performance management and progressive discipline as necessary, including recommendations to the Division Chief
  • Represents HRM on various committees and associations as required
  • Assists with Fire safety and Community Risk Reduction functions
  • Responsible for other duties assigned as appropriate to the function and responsibilities of the position
QUALIFICATIONS
Education & Experience
  • Level 2 Fire Inspector Certification or Level 2 Building Official Diploma of Qualification and ability to obtain Level 2 Fire Inspector Certification
  • Minimum eight (8) years relevant experience administering the Fire Safety Act and Regulations, Building Code Act and Regulations or related legislation
  • Must be able to demonstrate capacity and competency to inspect all buildings, structures, facilities, and occupancies as defined by the Nova Scotia Building Code and Nova Scotia Fire Code.
  • Valid Driver\'s license
  • Considerable experience inspecting complex buildings (ex: high rise, industrial), similar to those found in HRM, considered an asset
  • Supervisory experience considered an asset
Technical/Job Specific Knowledge and Abilities
  • Detailed knowledge of the HRM Charter, Nova Scotia Building and Fire Codes, Nova Scotia Fire Safety Act, HRM By-laws M200, O109, F100 and B400
  • Must have a sound knowledge and understanding of common law principals including precedents resulting from Court and Regulatory Body decisions
  • Knowledge of associated construction approval departments and agencies as well as their related procedures and regulations
  • Knowledge of business-related software and technology, i.e. spreadsheets, databases, word processing, email, etc. (FDM, LMS, Microsoft Suite and Hansen)

WORK STATUS: Permanent, full-time

HOURS OF WORK: Monday - Friday, 35 hours per week, however work outside these hours may be required. The position has an \'on-call\' requirement in case of emergency.
