Job Summary

Reporting to the Director, Building Division/Chief Building Official (CBO), the Manager, Inspection Services/Deputy Chief Building Official (DCBO) is responsible for providing leadership, direction and professional expertise for the delivery of city-wide Ontario Building Code Act inspection services and enforcement, including the review and issuance of building permits for permanent signs, and Sign By-law inspections and enforcement for temporary signs. The Manager/DCBO oversees all building, plumbing, HVAC, and sign inspection and enforcement activities.

Duties and Responsibilities

  • Ensures prescribed plumbing, HVAC and building permit inspections, permanent sign construction/installations and other related inspections, are conducted in accordance with the Building Code Act (BCA), Ontario Building Code (OBC), and Building Division quality and timeliness standards.
  • Ensures inspections and enforcement for temporary signs are conducted in accordance with the City Sign By-law, Corporate Policies and Procedures, and Building Division standards.
  • Ensures appropriate levels of enforcement, including the issuance of Orders, Stop Work Orders, and authorizing the instigation of legal action, are exercised in relation to given circumstances to ensure sufficiency of compliance is achieved in the most efficient and effective manner; provides expert testimony at prosecutions for BCA violations.
  • Oversees city-wide building permit occupancy inspections, and recommends the issuance of \xe2\x80\x98occupancy\xe2\x80\x99 permits pursuant to the OBC.
  • Leads and coordinates on-site emergency response, investigation and enforcement activities related to building emergencies resulting from structural failure, fire, explosion and/or act of nature on a 24-hour, 7-day basis, including declaring buildings unsafe and recommending prohibition of occupancy.
  • Provides high quality advice, operational and technical guidance, and direction to staff, to ensure effective, efficient and consistent service delivery, sufficiency of compliance, quality customer service, team effectiveness, and continuous improvement.
  • Coordinates staff training to ensure duties, responsibilities, goals and objectives are clearly defined and understood, and appropriate knowledge is maintained, including OBC knowledge and qualification requirements, City standards, Occupational Health and Safety Act and Regulations and related policies and procedures.
  • Monitors service delivery levels, policies, procedures and practices to ensure optimum efficiency and effectiveness, and compliance with legislated requirements and Building Division service delivery standards; recommends and coordinates the implementation of adjustments as required.
  • Monitors staffing levels, undertakes workforce planning, and oversees Sectional recruitment process to ensure adequate staffing; recommends appropriate staffing levels and budget requirements in response to change in workload.
  • Represents the Building Division on various committees and cross-functional teams; liaises with City Divisions/Departments, members of Council, external agencies, and the general public on inspection services and enforcement related matters.
  • Responds to enquiries, complaints and concerns from the general public, building owners, tenants, design consultants, contractors, lawyers, members of Council, and all levels of the organization regarding inspection services and enforcement.
  • Assists and advises the Director/CBO on technical and operational matters relating to inspection services and enforcement; researches and prepares reports and written communication on behalf of the Director/CBO; serves and performs the duties of Director and/or CBO as required.
Administers other related duties or special projects, as assigned, which are in accordance with job responsibilities or necessary divisional/departmental or corporate objectives.

Skills and Qualifications

The Manager, Inspection Services/Deputy Chief Building Official will bring a blend of professional experience and personal qualities to the role, including:
  • Post Secondary education in Engineering, Architecture or suitable equivalent; registered or eligible for registration in Ontario as a certified/licensed member of a related professional association; minimum five (5) years experience as a Municipal Building Official, combined with a minimum three (3) years in a leadership capacity; equivalent combination of education and work related experience will also be considered.
  • Certification from the Ontario Ministry of Municipal Affairs and Housing in \xe2\x80\x98Powers and Duties of a Chief Building Official\xe2\x80\x99, along with one or more technical categories of qualification.
  • Excellent working knowledge of the Ontario Building Code Act, Ontario Building Code, and other Applicable Law; be thoroughly familiar with inspection and enforcement procedures, including the overall building permit review and approval process.
  • Demonstrated experience in leading and coordinating on-site emergency response, investigation and enforcement activities related to building emergencies resulting from structural failure, fire, explosion and/or act of nature, including declaring buildings unsafe and recommending prohibition of occupancy.
  • Strong understanding and appreciation of the value of the position, both as a \xe2\x80\x98statutory officer\xe2\x80\x99, responsible for the technical leadership and oversight of inspection services to ensure public safety, and as a \xe2\x80\x98corporate leader\xe2\x80\x99, responsible for providing strong and effective leadership and direction to support the overall administration of the municipality and enable city-building.
  • Highly practical approach to balancing enforcement of regulations with enabling city-building; commitment to service delivery excellence by designing, administering and monitoring programs and processes, while operating in a cost-recovery model.
  • Proven leadership and decision making skills which ensure operational plans are fiscally prudent, evidence-based and strategically-focused to provide value for user fees.
  • Effective team building skills, with the ability to create a continuous learning and mentoring environment, where staff feel engaged, valued and responsible for results.
  • Excellent communication, interpersonal and customer service skills, with ability to work effectively and build strong, effective and collaborative relationships with all levels of the organization, external clients, key industry stakeholders and the public.
  • Excellent working knowledge of building regulatory industry, and demonstrated accomplishments in maintaining awareness of industry issues, trends and emerging practices.
  • Valid \xe2\x80\x98G\xe2\x80\x99 driver\xe2\x80\x99s license in good standing with access to a reliable vehicle.
Hourly Rate/Salary: $ 128,062.00 - $ 170,749.00
