Job Description

INTRO

The Manager, Natural Resources Management will work under the direction of the Director, Corporate Environmental Protection and is accountable for leading the team in the planning and delivery of compliance commitments critical to the delivery of several projects of significance as per the Canadian Environmental Assessment Act, 2012, Impact Assessment Act and ongoing operations of the Chalk River Laboratories (CRL) under the site licence. The branch provides services to CNL to meet its obligations towards biodiversity, fish and fish habitat management as well as conducting project reviews and providing field oversight to projects at CNL sites that do require an Environmental. This is a complex role as it involves all CNL sites including the ERM Prototype reactor sites (Gentilly, Douglas Point, Nuclear Power Demonstration) as well as Port Hope Area Initiative and the Whiteshell laboratories. The branch is also responsible to lead the development and delivery of species at risk monitoring plans to feed into regulatory document (i.e. Environmental Impact Statement) required to obtain approval to proceed. This includes coordination and execution of the Biodiversity program at CRL and providing support to other sites for the successful execution, interpretation of results, leading the interface between Environmental Services and government agencies such as Environment and Climate Change Canada in relation to execution of work with species at risk, migratory birds, fish habitat and providing meaningful input to the regulator with regard to proposed changes in regulations.

In this role, the Manager has responsibility for ensuring compliance of CNL operations with the Species at Risk Act, the Fisheries Act, the Migratory Birds Act, the Impact Assessment Act and all documentation developed by the branch for CNL customers (e.g. Environmental Review). As such, the Manager is responsible for ensuring that required resources are available to meet the stated objectives, the development and oversight of branch budgets, the supervision and development of staff, providing leadership and direction for the branch, and ensuring the data collected is sufficient to support the regulatory process.

The complexity of the is role is magnified as the requirements include providing guidance and advice to other managers at the various CNL sites (as listed previously) as well as working through regulatory issues with senior site management. This includes interacting with various regulatory agencies on behalf of CNL and behalf of the various site license holders.

DUTIES

  • Ensure all parts of the organization are conducting their operations in compliance with the different laws and regulations related to biodiversity and the Environmental Reviews developed for each project.
  • Prioritize assignments and deliverables to manage and maintain effective progress. This includes multi-tasking, assigning and reassigning priorities at short notice in order to deal with the continually changing workload.
  • Must prepare and submit good quality funding proposals to ensure the successful funding of biodiversity related projects required to support regulators endorsement.
  • Accountable for the overall management and operations of the branch, ensuring that services provided by the branch, including biodiversity field planning and execution, development of Environmental Reviews and field oversight, meet customer expectations and are consistent with the objectives of the business company goals..
  • Seeks information regarding trends affecting section and department and industry.
  • Anticipates and interprets client needs to identify solutions.
  • Responds decisively and quickly to emerging opportunities or risks.
  • Ensures nuclear safety and the safety of employees' remains overriding priority in all activities.
  • Accountable for supervision and development of staff, ensuring that the required resources are available to meet the branch's objectives, and ensuring appropriate training and succession planning within the branch to maintain capability.
  • Develops HR strategy for branch succession planning.
  • Performance Management of staff - Coaches, challenges, and provides opportunities for growth.
  • Deals with a wide range of personnel needs and issues.
  • Optimizes diversity among team members to build strong teams with complementary strengths.
  • Act as a lead liaison with Environment and Climate Change Canada for biodiversity related topics.
  • Provide CNL inputs on potential changes in regulations that are affecting the delivery of critical projects (e.g. NSDF).
  • Discuss and support CNL authorization requests for a broad variety of projects related to biodiversity.
  • Act as CNL lead in the development of national guidelines and policies to support "Canada's national biodiversity plan to 2030".
QUALIFICATIONS

Education:
  • Environmental Science degree at the bachelor level as a minimum, M.Sc preferred, from an accredited university with a minimum of 10 years' experience gained through leading multidisciplinary teams in a scientific and/or nuclear environment in the areas of biodiversity and project impact assessment reviews.
  • Possesses a broad scientific background, acquired through formal training and several years of experience, preferably in establishing and maintaining programs related to Species at Risk and biodiversity management (presence, habitat), land and forest management practices.
Experience:
  • Ten (10) or more years of experience of technical project, compliance and interaction with the regulators is required.
  • A minimum of two (2) years in a significant and relevant leadership role.Experience managing staffing functions at the branch level, including hiring, training, succession planning with mature leadership competencies in organization and administration of team with diverse subject matter expertise.
  • Experience working in a heavily regulated environment dealing with federal and provincial requirements.
  • Experience with interacting with Environment and Climate Change Canada.
  • Demonstrated experience and success in leading multidisciplinary teams.
  • A broad scientific/management background, acquired through formal education.
Abilities and Skills:
  • Demonstrated commitment to CNL's safety culture and Quality Management policies and procedures.
  • Proven initiative, motivation, and good people skills to work with peers, internal and external clients.
  • Hold superior interpersonal skills to deal with staff (safety specialists, environmental specialists, operations staff) across the CNL organizations, resolving complex technical, financial, operating issues while building strong relationships with the different customers.
  • Must have exceptional and effective written and oral communication skills and strong meeting management skills.
  • Strong communication, planning and administration skills as well as ability to gain support and respect from management, staff, and peers are also very essential.
  • Ability to predict issues and potential risk of non-compliance before they arises, while communicating and implementing mitigation plans that lead to resolution.
Job/Industry Specific Knowledge:
  • In-depth knowledge of Federal and Ontario environmental laws and regulations is required.
  • Knowledge of the environmental aspects of the operation of nuclear sites is required.
  • Experience overseeing projects in the field is required.
  • Experience with staff management and budget is required.
  • Broad knowledge of the ISO-14001 Standard and its application is desirable.
  • Experience with the Canadian Environmental Assessment Act and/or the Impact Assessment Act, the Fisheries Act, the Species at Risk Act and the Migratory Birds Act is required.
  • The incumbent should have good knowledge of CNL and the nuclear industry, in general, and key customer organizations, in particular. The latter is normally acquired through several years of experience in management, within CNL or an equivalent Government of Canada (GoC) organization.
