Position Overview
As a member of the Communications Leadership Team, the Manager is responsible for managing the Marketing, Creative and Production Services team and leading all video, photography, graphic design, advertising and marketing requests/initiatives from Communications, Marketing and Engagement. Oversees the management of the City of Vaughan's brand and visual identity and collaboratively works with other members of the Communications Leadership Team to provide marketing and creative services to support a fulsome communications campaign for both internal and external clients. Responsible for monitoring, recommending and implementing emerging graphic design, photography and videography technologies and services.

Responsibilities
Marketing and Creative Services

  • Manages and oversees all video, photography, graphic design, advertising and marketing requests/initiatives from Communications, Marketing and Engagement.
  • Oversees the management of the City's brand and visual identity and collaboratively works with other members of the Communications Leadership Team to provide marketing and creative services to support a fulsome communications campaign for both internal and external clients.
  • Oversees all aspects of design and production from concept to completion, translating business objectives into creative strategies and ensuring each product meets client needs.
  • Monitors, recommends and implements emerging A/V and graphic design technologies and services.
  • Develops and implements concepts, guidelines and strategies in various creative projects and oversee them to completions.
  • Develops keynotes and presentation approaches for the Mayor, Members of Council, Senior Leadership Team - Executive by reviewing materials and information and assisting with content, delivery and media guidance.
  • In conjunction with the Director and Management Team, works with Mayor, Members of Council, SLTE and corporate clients to implement progressive marketing strategies to help increase the corporation's exposure.
  • Determines production requirements by reviewing corporate client needs and media platforms/outputs; advises on scope, budget/scheduling factors and takes the necessary actions to develop the workflow of deliverables.
  • Develops and presents creative vision and campaign concepts, coordinates creative activities and determines production schedules based on corporate client needs.
  • Implements project deliverables
  • Obtain corporate client approval by presenting final concepts and products.
  • Keep corporate clients informed by compiling, analyzing, and reporting results; forwarding strategy projections and updates
Marketing and Creative Planning
  • Provides supports to the Director and Management Team in an administrative and creative capacity, as required.
  • Meets corporate standards by meeting brand guidelines, achieving high productivity and quality levels, and service excellence standards; problem solving and resolving operational or unforeseen issues; identifying and implementing work process improvements.
  • Participates on committees and task forces, as required; chairs meetings as directed.
  • Participates in the development of corporate communication strategies and the business planning process on aspects of communication (marketing specifically).
  • Enhances department and organization reputation by accepting ownership for accomplishing new and different requests; exploring opportunities with public/private partnerships and deliver industry keynotes to add value to the corporation's brand.
  • Revises marketing and engagement strategies
  • Leads brainstorming/creative sessions to generate ideas, outcomes and implementation opportunities.
Invest in Our People
  • Assesses staffing needs, participates in the recruitment process and makes recommendations concerning selection of staff.
  • Manages assigned staff including performance appraisal, training, development, discipline, and prepares recommendations regarding promotion, demotion and termination.
  • Mentors and supports the professional development of staff in core skill upgrades and the development and implementation of corporate communications strategies.
Financial Sustainability
  • Monitors expenses and implements cost-saving actions to ensure projects the required resources for success).
  • Helps prepare and recommends annual budget estimates and administers the allocated budget within the approved corporate system.
  • Develops in conjunction with the Director and Management Team, yearly budget plans, new resource and business requests.
Qualifications and Experience
  • University Degree in Marketing, Digital Media Arts and Design, or suitable equivalent. Corporate leadership and management training.
  • Minimum of seven (7) years of proven experience as a creative director or in a similar role municipal government and/or public sector environment.
  • IABC (International Association of Business Communicators) or CPRS (Canadian Public Relations Association) accreditation is considered an asset.
  • Ability to conceptualize, develop and implement strategies and ideas.
  • Sound understanding of creative, design, digital media and web best practices/guidelines and industry trends.
  • Hands-on experience in creative process, marketing, graphic design and brand development.
  • Experience with a variety of software platforms, including Adobe Creative Cloud (Photoshop, InDesign, Illustrator, etc.) and technology/production equipment.
  • Practices innovation and progressive technology/solution explorations and implementations.
  • Excellent leadership and communication skills.
  • A strong understanding of brand development and multichannel marketing concepts.
  • Ability to interact professionally and effectively with all levels of staff, corporate clients and vendors exercising sound judgment, tact and diplomacy.
  • Effective presentation and persuasive skills together with strong interpersonal skills including a collaborative team player.
  • Exceptional organizational and time management skills; coupled with the ability to manage multiple priorities to successfully achieve aggressive deadlines.
  • Exemplary interpersonal and analytical abilities.
  • Updates job knowledge by participating in educational opportunities; reading professional publications; maintaining personal and professional networks; participating in professional organizations.
  • Knowledge of, or demonstrated ability in, the City's core competencies and relevant functional competencies.
  • A valid Ontario 'G' driver's license, in good standing, with access to a reliable vehicle for corporate use.
  • Ability to work outside normal business hours, as required.
