The Municipality of Chatham-Kent has an opening for a permanent full-time Manager, Infrastructure Services in the Information Technology & Transformation (ITT) division.

The Manager leads a multi-disciplinary team to effectively implement and support innovative, secure, reliable and efficient technical solutions based on business requirements. As a member of the management team, the Manager contributes to excellence in information technology service delivery and collaborates in the planning and decision making aimed at enhancing the delivery of information, technology and transformation services.

The Manager, Infrastructure Services is responsible for the management, design, architecture, operation and secure maintenance of the server, storage, backups, data communications, telecommunications systems, and networking infrastructure of the Municipality of Chatham-Kent. The Manager is responsible for leveraging on-premise, physical, virtual, public and hybrid cloud infrastructure options based on business and technology requirements.

  • Maintain and motivate a highly technical team for effective and efficient service delivery
  • Develop and maintain strong working knowledge of all functional departments to understand how technology, information and services will impact all business areas and how to provide support for these services
  • Collaborate with ITT management team and business stakeholders to understand how technology, information and services will impact business areas and service delivery
  • Develop partnerships with other organizations to ensure and facilitate the Municipality in maintaining best practices
  • Report and present complex technical concept to members of Council, executives, senior management and all business units. Ensures that information and impacts are understood by the audience
  • Collaborate with technical and non-technical colleagues to support a security culture
  • Participate in contract negotiation, ensuring technical expertise areas are addressed and match service delivery targets
  • Ensure team contribution to ITT knowledge base, self service documentation and technical support documentation is complete, maintained, accurate and understandable for the audience
  • Continuously evaluate opportunities for improved service delivery that leverage new technology approaches and service delivery models
  • Manage and develop a team of professionals who conduct analysis of problems to identify and implement solutions that resolve the root cause
  • Collaborate with management team to set departmental objectives, plans and service levels.
  • Assist in the prioritization of initiatives based on corporate value.
  • Manage the asset management plan for all infrastructure, telecoms and network devices, including managing the asset lifecycle and assessing corporate requirements and available technology to optimize the corporate asset budget.
  • Plan, direct, and coordinate the design, installation, and connectivity of computer and network systems, as well as hosted and on-premises servers and storage to ensure the stable operations of the organization's information technology assets.
  • Balance current and future needs for availability, performance, and capacity of IT systems and infrastructure through the forecasting of future performance and capacity requirements.
  • Collaborate with team to set delivery standards and practices in change management, release management, service requests, data centre automation, maintenance, and monitoring of all infrastructure systems.
  • Maintain a strong understanding of community connectivity challenges and participate in negotiations with internet service providers to assist in improving internet access in Chatham-Kent
Essential qualifications
  • 3-year College Diploma or University Degree in Computer Science, Engineering, Business, Geographic Information Systems or equivalent program with four (4) to six (6) years related experience with a focus on technology and service delivery
  • Management experience leading teams, coaching, setting direction, negotiating contracts, setting standards for performance, and measuring performance success
  • Experience with advisory and service delivery roles within a municipal environment
  • Experience with corporate change management and program management
  • Experience participating in the development of target corporate technology architecture with an understanding of the interconnectedness of networks, infrastructure, applications and data
  • Experience managing 3rd party vendor relationships including procurement, service level agreements, licenses and performance management
  • Experience participating in business continuity and disaster recovery planning
  • Experience in developing corporate policies in consultation with business and technical stakeholders
  • Experience managing a corporate software and hardware asset management plan
  • Experience with technology options related to data centre management and cloud technology
  • Strong communication skills, verbal and written
  • Strong computer skills including Microsoft Word, Excel, PowerPoint, email and internet (or other similar software programs)
Certifications, memberships, licenses
  • ITIL 4 Certifications: Foundation and Managing Professional
  • Lean Six Sigma and/or Design Thinking
  • Certification in IT Security such as Certified Information Systems Security Professional (CISSP) an asset
  • Certification in IT Networking such as Cisco Certified Network Associate (CCNA) an asset
  • Certification in Microsoft Platform System Administration an asset
Work environment/hours of work
  • This position works indoors
  • This position works weekdays, with occasional evening and weekend hours. This position may also be required to work on-call afterhours and on weekends.
Municipality of Chatham-Kent COVID-19 Vaccination Policy

The Municipality of Chatham-Kent has a mandatory COVID-19 vaccination policy. All new employees must be fully vaccinated as a condition of employment unless approved for an exemption.

Driver's license/vehicle requirements

This position requires the successful candidate to have a valid class G (or higher) Ontario driver's licence; a driver's abstract will be conducted by the Municipality of Chatham-Kent. An acceptable driver's abstract will: be an original document and current (within the previous thirty (30) days); have no more than four (4) demerit points; have no more than two (2) convictions for the same offence; have no criminal code convictions; have no 'non-medical or administrative' license suspension in the preceding three (3) years; because this position may be required to drive their own vehicle, a reliable vehicle is also required.

Background check requirements

The successful candidate will be required to furnish an original Police Information Search (criminal reference check) prior to commencement of employment.
