Description:

Reporting to the Director, Utilities & Sustainability, and working closely with all department managers, the Senior Manager, Infrastructure and Asset Management (Senior Manager, IAM) is the primary point of contact for the management of facilities assets and infrastructure on campus with focus on in-depth analysis of system performance and efficient management of maintenance funding allocation. The Senior Manager, IAM provides advice to department unit directors on their maintenance needs. As the campus expert on capital assets database software (CADS) and Geographic Information Systems (GIS), this role manages the capital assets inventory and analysis system to reflect component replacements and system renovations.

The Senior Manager, IAM provides expert advice to the Director on the best strategic plans for infrastructure initiatives (planned and deferred) for the campus, providing rationales based on professional, technical knowledge, budget and stats. The incumbent uses data and broad knowledge of construction, renovation, utilities etc. to present cases and obtain buy-in for the best strategic options for the campus. The Senior Manager, IAM also utilizes a comprehensive understanding of the department functions and campus plans in order to provide this expertise.

The Senior Manager, IAM is a key contributor to the campus sustainability initiatives in particular as they relate to delivery of new engineering solutions to new construction, gathering and managing data and metrics to track progress and present opportunities to provide an analytic, needs based and priorities approach to the development of new projects. The role will continually advance the five pillars of sustainability as articulated in the Sustainability Strategic Plan (2020) and help UTM's vision to achieve higher rating certification under the Sustainability Tracking, Assessment and Rating System (STARS).

The role creates and leads the Asset Management Team, a group of multi-disciplined professionals and work study students whose goal is to develop, implement and maintain UTM's asset management program, including condition assessment protocols, risk and criticality models, lifecycle management, and level of service framework. This includes creating presentations/training materials, running meetings, and guiding discussions.

The Senior Manager, IAM will conduct risk assessments for all capital asset management plans to mitigate risks (e.g. safety, code compliance, master plan integration etc.). Additionally, this role will evaluate the impact of all possible maintenance projects. Identifies secondary effects and potential problems when presenting building maintenance plans.

He/She will advise on the extent of financial risk and resource allocation based on consideration of prior experience, current risk areas, market conditions, and expected changes (e.g. demographics). Prepare forecasts, reports and presentations, which inform decision making and explain campus building maintenance initiatives and strategies, how they fit in with campus, University and funding plans.

Qualifications Required

Education:

University degree in engineering, architecture, or related field and a professional designation from the Ontario Association of Architects (OAA) Certificate of Practice or a P.Eng designation from Professional Engineers Ontario, and or Certified Engineering Technologist C.E.T designation from the Ontario Association of Certified Engineering Technicians and Technologies (OACETT)

Experience:

Minimum ten years' related experience in the construction industry, including five years' experience in building maintenance planning, data management and budgeting. The role will have experience with monitoring and reviewing the work of external consultants. The Senior Manager, IAM will have experience with managing staff. Previously conducted site visits and utilizing professional expertise in order to determine maintenance priorities. The role must have required experience with developing and analyzing construction budgets, spending and forecasting. Must have an understanding of utilizing professional expertise, as well as facilities and budget data, in order to make strategic recommendations and develop, implement and monitor cohesive project plans.

Skills:

Must have experience with, and excellent understanding of, VFA Facilities software, or acceptable equivalent. Proficient with Microsoft Office (Excel, Word etc.) Excellent demonstrated experience with database management and query tools. Understanding of AutoCAD required, including the ability to read drawings. Strong organization and time management skills required.

Other:

Proven competence and technical knowledge of various trades and systems involved with construction (architectural, structural, civil, mechanical and electrical), building technologies and building infrastructure. Knowledge of industry standard means, methods, materials and equipment employed in construction. Awareness of sustainable practices and technologies is an asset. Demonstrated organizational, project management and leadership skills. Superior oral and written communication skills; superior interpersonal skills. Ability to exercise patience, tact, diplomacy and discretion. Demonstrated ability to work effectively in a consultative team environment. Highly developed creativity and initiative. Budget management skills. Proven ability to manage multiple projects within strict budget and timeline constraints. Proven ability to respond to frequently changing priorities.
