Our organization: The Alberta Securities Commission is the industry-funded regulator responsible for administering the province\'s securities laws. As a member of the Canadian Securities Administrators, the ASC works to improve, coordinate and harmonize the regulation of Canada\'s capital markets. The opportunity:
With oversight and input from the Director, Human Resources and Corporate Services, the Manager, Human Resources (HR) oversees all human resources strategies, operations and systems to aid in achieving the ASC\xe2\x80\x99s strategic objectives while meeting the needs of employees and management. The Manager, HR also provides proactive HR guidance and advisory services in a broad spectrum of human resources areas to directors, managers and employees. Key responsibilities include:
  • Leading and developing the Human Resources team, including coaching and mentoring, providing feedback, recruitment and retention, performance management, reviewing and approving training and development initiatives, and ensuring that the team has the proper resources to meet objectives
  • Leading all HR day-to-day operations, including evaluating the HR operational processes and maintaining a solid and effective HR operational infrastructure that is aligned with the ASC\xe2\x80\x99s culture, strategic goals and values
  • Overseeing and participating in all human resource functional activities and programs including recruitment and selection, succession planning, compensation, job evaluation, benefits, policies and procedures, leadership development and organizational planning
  • Overseeing the ASC\xe2\x80\x99s benefit plan and providing interpretation on terms of application, including providing recommendations for revisions
  • Leading the job evaluation process, utilizing the Korn Ferry Hay Guide Chart methodology to place positions within an already established structure
  • Ensuring timely completion of all annual salary surveys, identifying benchmarks, updating salary grids/ranges, and managing the annual performance and review process
  • Responsibility for developing, carrying out and reporting on business plan objectives relative to HR
  • Conducting formal presentations to various audiences (i.e. executive, front line management, employees) regarding HR strategies, HR business plans, initiatives, policies, and practices
  • Reviewing, implementing and maintaining metrics, reports and standards to ensure HR service levels and initiatives meet the needs of the ASC
  • Overseeing complex or sensitive HR issues and providing direction and advice whenever required or appropriate
  • Providing human resource expertise to managers and employees in a variety of HR areas while ensuring issues are addressed appropriately
  • Evaluating business needs and requirements to design/develop/lead and execute new or improved HR processes or initiatives
The ideal candidate will possess:
  • A post\xe2\x80\x93secondary degree or diploma in Human Resources, Business Administration, or a related field
  • A Masters degree or a Chartered Professional in Human Resources designation (CPHR) is considered an asset
  • A minimum of 10 years of progressive Human Resources generalist experience encompassing the areas of recruitment and retention, compensation and benefits, succession planning, training and development, etc.
  • Leadership experience with a minimum of five years\xe2\x80\x99 leading, coaching, developing and managing a team of HR professionals
  • Strong business acumen, the ability to learn and diagnose issues, manage conflict and coach for problem resolution
  • The ability to maintain strict confidentiality and act with tact, integrity, and emotional intelligence
  • The ability to use excellent judgement and make recommendations in a complex environment
  • A collaborative style with proven ability to be responsive and supportive to the needs of the human resources team and stakeholders in a values based organization
  • Proven problem solving & analysis skills: identifies issues and underlying components of the situation; considers alternative solutions by weighing the potential risks and impact against the desired outcome; recommends or implements, as necessary, the best solution(s) for resolving the problem
  • Strong analytical skills, with the ability to analyse detail and data, identify trends, set targets, and measure success; curiosity to dig deeper to look for what else matters and what we can do differently
  • Experience in a senior compensation and/or total rewards role is considered an asset
  • Experience with the Korn Ferry Hay job evaluation methodology is considered an asset
