What you will do:





Reporting to the Director of Recreation Services (RS), your primary responsibilities will include, but are not limited to, the following:


Oversee the daily facility operations and preventative maintenance including custodial, refrigeration and aquatics for all indoor recreation facilities within the City of Waterloo, ensuring a high standard of safety and cleanliness for staff and patrons in an efficient and responsible manner Provide day to day leadership and direction to following core sections with the Recreation Services division: Facility Operations, Custodial Services, and Speciality Systems (including refrigeration and swimming pools), including leadership over section recruitment functions, staff development and employee performance Responsible for chief operator responsibilities which include: + ensuring the refrigeration plant is operated and maintained safely and in compliance with all regulations and standards, and ensuring maintenance records are kept
+ the supervision of plant operators and their training
+ ability to respond to emergencies quickly
Manage annual operational revenue and expense budget associated with the operations of the facilities, Monitor operation budget monthly and capital budgets associated with recreation facilities operations, evaluates performance, over-time, sick leave, lieu and vacation time Participate in budget planning for Recreation Services annually and as per the budget cycle, including the 10-year capital forecasting budget exercise Evaluate financial performance including contract service providers Complete, and/or recommend, assess and provide recommendation of RFQ's, RFP's and Tender Packages Initiate and manage small projects in alignment with short- and long-term operational plans Represent and ensure corporate compliance with a variety of legislative bodies, including but not limited to: TSSA, OHSA, MOE, MOL, CSA, ESA, AODA, Ontario Building Codes, National Fire Code, Local By-Laws & Standards, Health & Safety, and other related regulations Inspect facilities for unsafe conditions, initiate maintenance and repairs with staff, internal or external service providers Create and oversee policies, procedures, and safe operating guidelines related to operations and ensure the consistent application of the divisional and corporate policies and procedures across all recreation facilities. Manage and negotiate agreements as required including but not limited to procurement, and service agreements Establish operations annual work plans, contribute to the divisional business plans, ensure work plans and capital plans achieve goals and objectives and are implemented. Set work standards and scheduling in a cost effective and efficient manner, including but not limited to ice in and out for arena, hardwood floor maintenance, artificial turf maintenance, aquatic and slide maintenance, winter maintenance Initiate insurance claims, accident reports and WSIB, ensuring timely follow up on files and/or issues Maintain organized and comprehensive files including maintenance records, financial records, etc. Promote and demonstrate supportive and positive work environment where employees can work collaboratively with other team members internal and external to the division Prepare technical briefs, memos, Council reports, etc., and provide periodic performance reports to Senior Management. Presents and attends Council and other meetings as required Develop and maintain positive relationships and communication channels with various internal and external parties, including but not limited to Council, City staff, union/association executives, regulatory bodies, external contractors and facility patrons Demonstrate strong commitment to customer service, responding quickly to escalated customer concerns

What you will bring:




Bachelors degree in Recreation and Leisure, Sports Management, Business or Community Development along with a facilities management designation such as ORFA's Certified Recreation Facilities Professional (CRFP) or Certified Facilities Manager (CFM) Must have a Refrigeration Operator Class B License for a minimum of 5 years Five years of experience in the supervision and leadership of arena and/or aquatic facility operations including both union and non-union environments Sound budget and financial management experience including budget preparation, monitoring and control Strong interpersonal communication and relationship skills, proven ability to deal with customers, internal staff, members of the public, media, etc. Strong leadership skills to communicate, provide positive feedback, motivate, guide and foster a safe and accountable work environment for team members Thorough knowledge of sports infrastructure, standards, inspections, specifications, equipment, materials and applicable regulatory acts and bodies (e.g. Occupational Health and Safety Act, MOE, MOL, etc.) Comprehensive knowledge of legislation as it relates to the operation of recreation facilities including arenas, ice-making, and pools (e.g., TSSA) The ability to function well under pressure, and to respond to frequently changing demands and priorities. Thorough knowledge of CUPE agreement and municipal and regional by-laws, building code, etc. Excellent written communication skills; ability to prepare accurate reports and tender or quote documents Proficiency in Microsoft Office software including Excel and Word; knowledge of ActiveNet, Maximo and/or PeopleSoft will be considered an asset Must be able to travel between city recreation facilities regularly Must be able to work one weekend shift per month and/or be on the on-call rotation Demonstrated commitment to Reconciliation, Equity, Accessibility, Diversity and Inclusion A passion for promoting and maintaining a healthy and safe workplace and the ability to work respectfully and effectively in a team environment
