SUMMARY OF DUTIES Reporting to the Director, Epidemiology, Wellness & Communicable Disease, provides leadership and strategic direction to a multi-disciplinary team engaged in the development, implementation and monitoring of PHS\'s operation plans. Assumes overall responsibility and accountability for the management of the Epidemiology & Evaluation Program. Uses organizational knowledge and vision to provide leadership and direction to all staff within the Program, ensuring alignment of the Program with the Ministry of Health and Long Term Care, City, Public Health Services and Board of Health/Council mission, vision, values and objectives. Plans, organizes and manages the day-to-day operations of the Program including hiring, performance management and supervision of staff. Leads and directs a team of staff who manage a variety of departmental projects including those related to public health research, surveillance, outbreak response, population health assessment and evaluation, as well as information technology strategies to maximize the impact of service delivery for PHS. Participates in a variety of departmental projects in support of the Department\'s vision, values, strategic goals and mandated services. Participates in Healthy & Safe Communities emergency preparedness planning, development and training. Respond to all municipal and public health emergencies as requested. GENERAL DUTIES Participate as an innovative and motivated member of the Epidemiology, Wellness & Communicable Disease Management Team, contributing to overall planning, coordination, policy development, decision-making and responsible administration of human, financial and material resources. Participate in development of Epidemiology, Wellness & Communicable Disease Divisional Operational Plan as required, incorporate objectives into annual Program plans, working collaboratively across programs, divisions and departments. Contribute to the development of PHS Business Plan and PHS Priority Plan as required. Provide leadership, mentoring and direction to a multi-disciplinary team. Manage staff and staffing requirements including interviewing, hiring, orientation and developing work plans, while ensuring that all staff activities are carried out in accordance with legislation and City, Department and Division policy. Evaluate staff strengths/developmental needs and ensure adequate training and career development for staff to achieve and maintain optimal performance. Measure and monitor performance of direct reports and complete Performance Accountability and Development Tool annually. Identify performance issues and work with employee to restore optimal performance. Provide correction where necessary, with progressive discipline as required, in consultation with the Director. Make recommendations to the Director for approval regarding the termination or lay-off of any employee. Ensure timely dissemination of accurate surveillance information to relevant PHS program staff, local partners and provincial public health authorities to minimize mortality and morbidity associated with outbreaks of infectious disease in Hamilton and surrounding areas. Plan and provide information relevant to preventing and limiting communicable disease in Hamilton. Develop, foster and maintain effective working relationships with Communicable Disease Control and Wellness, Healthy Environments and Healthy Families programs to ensure their access to timely accurate information on patterns of disease and risk factors for disease, as well as access to relevant Population Health Assessment data to inform program planning and decision-making. Identify, monitor, interpret and actively communicate community health issues/outcomes, priority populations, interventions and impact to PHS programs and government, health system and community partners, to provide evidence for planning, decision-making and evaluation, and to support mandated reporting on population health assessment. Participate in the development of divisional goals, objectives, and priorities in annual work plans, in alignment with departmental and corporate plans. Establishes, supports, and monitors program evaluation and continuous quality improvement activities for the Program, across the Department and the City. Identifies information requirements to monitor departmental performance indicators and leads development and maintenance of management information systems and databases to monitor implementation of Division and Department operational plans. Prepare reports as required for programs and services within the Program and Division. Prepare presentation of reports with any necessary visual aids, in accordance with good practices. Attend meetings of the Board of Health, Council and other committees that are deemed appropriate and/or where attendance is requested by the MOH. Leads and provides direction to the Supervisor, Data Management in the planning, prioritization and implementation of information technology strategies for department, oversees departmental technology supports for provincial business applications, and ensures effective collaboration with Corporate IT. Proactively manage change within the Program, using evidence based practices, to optimize implementation of changes at the Program, Division, Department or City levels. Establish and maintain effective partnerships with community partners, health system partners, other health units, the Local Health Integration Networks (LHIN) and the Ministry of Health & Long Term Care. Participate in Provincial planning efforts coordinated by the Ministry of Health & Long Term Care and the Hamilton Niagara Haldimand Brant LHIN. Participate in budget preparation and provide fiscal management and control through responsible administration of budget allocations of the unit. Regularly monitor implementation of annual budget plan and Program expenditures to ensure implemented in accordance with the Council approved budget and policies and procedures. Working with the Director and AMOH, provide solution-oriented and strategic consultation to staff on areas of work relevant to the Program. Inform the Director and AMOH of all controversial issues, including all unusual or high profile health issues, all significant HR, health and safety and risk management issues, any budget or policy infractions and other areas in keeping with corporate policies and procedures. Contribute to a positive corporate image by working with staff to develop and implement strategic communication plans for the Program, including print, web, media and other channels as required, collaborating with other Programs and Divisions as appropriate. Act as spokesperson on issues as delegated by the Director and AMOH, and ensure compliance with the PHS Media policy for staff within the Program. Ensure communication of decisions, corporate and departmental information and initiatives, and other relevant information to members of the Program. Undertake policy analysis and develop policy options relevant to the programs of the Division and/or Public Health Services, for the consideration of the Director and DLT. Represent the Department on corporate committees and project teams. Work in accordance with the provisions of applicable Health and Safety Legislation and all corporate and departmental policies and procedures related to Occupational Health and Safety. Ensures that employees are provided with and use the appropriate equipment, material and/or procedures required to perform the assigned duties. Ensures that all employees perform work in accordance with applicable Health and Safety legislation and all City of Hamilton corporate and departmental policies and procedures. Ensures that appropriate action is recommended for those employees who do not work in compliance with legislation, policies and procedures. Perform other duties as assigned which are directly related to the responsibilities of this position. QUALIFICATIONS 1. Must be able to demonstrate a level of expertise related to the duties described above normally acquired through a Baccalaureate Degree or equivalent, in a health discipline ideally in Epidemiology or Health Sciences. A postgraduate degree in Epidemiology, Public Health or Health Sciences is an asset. 2. Extensive knowledge and experience, preferably in a public health setting, in all areas of organizational and staff development, change management, planning, functioning as a member of an effective leadership team, continuous improvement, communications, policy analysis, information management, normally acquired through a combination of degree-certified health professional training and a graduate degree from a recognized university. 3. Demonstrated skills and experience in strategic and operational planning, organizational management, implementing change, business planning and analysis, project management, and managing a multi-disciplinary staff. 4. Demonstrated knowledge and skills in public health, particularly infectious disease, communicable disease control, surveillance, population health assessment, evidence informed decision making, health equity and evaluation, including but not limited to planning, implementation and monitoring. 5. Possesses a demonstrated record of strong leadership and guidance, client service focus, team advocacy and the ability to effectively manage a multi-disciplinary workforce with the ability to motivate and develop a team of staff. 6. Demonstrated managerial and administrative skills. Ability to provide leadership to a multidisciplinary staff, including in a unionized environment, utilizing proactive management skills. 7. Sound knowledge of Public Health Services programs, relevant legislation, contractual obligations and applicable policies and procedures. 8. Highly developed interpersonal skills with the ability to interact and communicate effectively at all organizational levels. 9. Ability to apply quantitative and qualitative methods to generate evidence from needs assessment, program development and/or evaluation activities within the scope of public health programming. 10. Excellent verbal and written communication skills, possessing highly developed negotiation and conflict resolution skills. 11. Demonstrated skills in analysis, planning, monitoring and evaluation. 12. Demonstrated skills in financial management and policies, including analytical, problem-solving and business planning skills. Skills in developing, implementing and monitoring budgets. 13. Computer proficiency in Word, Excel, Internet, and database applications. 14. Eligibility for an academic appointment with the Faculty of Health Sciences, McMaster University or other academic partner relevant to the work of Public Health Services is an asset. 15. Highly effective leadership, facilitation, communication, presentation, interpersonal and organizational skills.
