Reporting to the Director, Capital Finance & Treasury, the Manager, Capital Finance & Treasury is responsible for all aspects of planning, organizing, and directing the staff and activities of the department. Ensures departmental area policies and procedures comply with professional, legal, and VIHA standards.
This position is responsible for managing all aspects of VIHA s capital funding and expenditures. This includes the establishment of annual and multi-year capital budgets, facilitating the prioritization of the organization s capital needs, maximizing revenue from potential capital funding sources, maintaining accurate accounting records of capital assets, capital accounting and capital claims reimbursement processing. Monitoring includes identifying causes of significant variances and supporting the development of corrective action plans. It is the Manger s responsibility for developing systems, procedures and methods for financial performance monitoring of all capital projects and acquisitions.
The Manager is also responsible for all aspects of VIHA s treasury and banking services. This includes managing VIHA s investment portfolio, liaising with external providers of investment and banking services and ensuring VIHA s investment revenues are maximized while preserving capital and maintaining liquidity to meet cash flows.
This position is responsible for the management and operation of all accounts payables, accounts receivables within the Capital portfolio, including processing, accounting, reporting and customer service. In addition the manager is responsible for all aspects of the General Ledger pertaining to Capital. This includes the management and operation of Capital General ledger functions, maintenance of the Capital chart of accounts, and audit preparation.
The Manager will work closely with senior colleagues in the Finance Department and the Capital Planning Portfolio and liaise with outside Agencies to ensure integration of the Region s strategic Capital planning and financial planning activity.
QUALIFICATIONS:
Education, Training And Experience
A level of education, training and experience equivalent to a recognized accounting designation (CA, CGA or CMA) plus seven years 'senior financial administration experience with a minimum of five years' related management experience.
Skills And Abilities

  • Financial management experience in a health care environment is preferred.

About the Role The Manager, Capital Finance & Treasury is part of the FO&R leadership team and reports to the Director, Capital Finance & Treasury. This role works closely with leaders across the organization and external stakeholders. The role shares responsibility for all aspects of planning, organizing, and directing the staff and activities of the department with another Manager, Capital Finance & Treasury. These responsibilities include: Capital Finance Operations & Treasury Management: Responsibility for oversight and administration of multi-year and annual capital budgets, implement capital budgeting and spending controls, ensure accurate reporting for audits and external agencies. Oversee banking services, maintain capital asset management systems, and ensure compliance with internal and external financial policies. Stakeholder Engagement: Liaises with internal leaders, external agencies, regional hospital districts, foundations, and auxiliaries to ensure integration of strategic capital planning and financial planning activities. Subject Matter Expertise: Acts as a resource and tactical lead for capital finance and treasury processes, supporting best practices and continuous improvement.
