Job Description

Reporting to the Chief Supply Chain Officer, the Manager, Business Planning is responsible for the management and oversight of PHSA strategic projects and related initiatives impacting a diverse set of Support Service areas including Supply Chain, Finance, IMITS, and HR Payroll.

The Manager is responsible for leading and supporting the annual service and delivery plan for PHSA, working with all health authorities to build, implement and monitor the plan. In addition the Manager is responsible for development and implementation of corporate goals and service levels aligned with the PHSA vision, mandate and strategic direction, as well as upholding tenets of the prescribed framework governing PHSA Support Services. This position is the key role to provide guidance and specialized knowledge within a financial framework to maintain and strengthen corporate service delivery and overall relationship management with Health Authority clients.

What you'll do

  • Collaborates with senior Supply Chain, Business Operations and Health Authority leadership to lead and guide service delivery modeling, funding applications, project reviews, and business process improvement reviews by gathering, analyzing, and summarizing information.
  • Build, author and deliver Annual Service Delivery Plan (ASDP) including responsibility for the creation and dissemination of relevant templates, instructions and deadlines from beginning to end of process. Responsible for regular monitoring of progress and process stewardship. Responsible for facilitation of the overall consultative process with clients, as well as for ownership of the ASDP document, including consolidation of required data, internal reviews & approvals and all revisions.
  • Review of Governance & Funding Model between Ministry of Health and PHSA Supply Chain and other cross services. This involves working with Ministry of Health, PHSA ELT, HA CFO's, and external consultants as required to review, improve and provide recommendations for both the governance and funding model for Support Services. In addition, facilitate and support consultations with external and internal stakeholders such as HA CFOs. Document discussions and propose changes. As recommendations are approved, implement required changes and transformation.
  • Savings Definition Review and Sponsorship for Supply Chain projects. Provide sponsorship for tracking and showing savings for transformational work underway in supply chain. Review and critique, with a financial lens, the savings identified for the transformation projects within Supply Chain and communicate with senior leadership and health authorities.
  • Annual Operational Performance Summary for PHSA Supply Chain and select cross services. Compile an annual summary including an overview of SLA performance across service areas, as well as ongoing and completed service initiatives/continuous improvements. Liaise with Support Services leaders to articulate the rationale and outcome of SLAs.
  • Provide ongoing support for the implementation of PHSA strategic objectives or strategic projects for business areas. Manage onboarding and consolidation or off-boarding and repatriation of services. Support governance, funding and relationship framework review and development. Lead service definition and delivery model development for client onboarding. Create and develop Service Level Agreements and related metrics. Implement stakeholder engagement on ongoing and project based work. Provide strategic planning, support and/or project management for Corporate or Business Operations initiatives and projects.
  • Provide ongoing support on Services Agreement (SA) interpretation and subject matter expertise, as required, to business areas and clients. Provide consultation, interpretation and application of the SA for business needs and situations. Develop and establish processes, templates and guidelines relating to the SA obligations or changes in the obligations. Lead cross-functional activities to ensure SA obligations are met. Conduct customized orientation sessions on the SA, governance and/or funding model for internal and external audiences. Maintain and update SA Master Schedules (e.g. service catalogues, subscription lists, metrics and Service Interface Manuals) critical to service definitions and service performance
  • Ongoing sustainment of established infrastructure and processes required to meet and maintain SA obligations. Lead, manage and facilitate the Annual Service Delivery Plan (ASDP) across all Support Services. Support the revision and renegotiation of service descriptions, subscription agreements or metrics requiring modification. Facilitate the creation and negotiation of Service Change Requests (SCRs) by liaising with Business Planning, service leaders and clients. Manage and monitor CSC SharePoint Site, which is the repository for all CSC documentation, as well as SA materials (Agreements and SIMs). Provide support internally to CSCs co-chair by hosting monthly meetings to review service delivery and client relationship issues, provide corporate updates and foster cross-functional knowledge sharing. Create and maintain executive reporting for Support Services.
  • Works in collaboration with other PHSA portfolios and meets to discuss business processes. Identifies problems and works on solutions to issues. Escalates issues where appropriate.
  • Participates in cross-HA committee related to scope of work to ensure awareness of changes in business operations, set short and long term financial objectives, review financial forecasts, and undertakes special projects, as required to address assigned program and/or departmental issues.
  • Oversight of staff performing the Business Planning activities related to the above responsibilities, including day-to-day work direction, team building, and performance management
What you bring
  • A level of education, training, and experience equivalent to a Master's degree in Finance or Business, ideally with partial completion of a professional accounting designation (CA, CGA or CMA), with a minimum of seven (7) years' experience, including experience in program and business case research and development, preferably in a large, multi-site healthcare environment.
  • Ability to apply critical thinking in the analysis of operational problems and recommendation of innovative solutions.
  • Ability to work under pressure and multi-task without direct supervision.
  • Demonstrated administrative, organizational, work planning and control skills.
  • Demonstrated strong writing and presentation skills. Superior analytical skills including the ability to comprehend complex issues and related data/information and present information in concise meaningful ways.
  • Strong computer and financial application skills including demonstrated ability to productively use spread
