About You / What We Are Looking For


The City of Coquitlam is seeking a dynamic and strategic leader with a strong background in strategic planning, business transformation and budget management to join our team as Manager, Business and Innovation. This is a unique opportunity for a forward-thinking professional to help shape the future of our city by modernizing services, enhancing operational excellence, and driving innovation within the Planning and Development Department.


Reporting directly to the General Manager of Planning and Development, this role will lead transformative initiatives that improve how we deliver services to the community. The successful candidate will act as a key connector between the department and the broader organization - championing strategic projects, advancing policy development, and aligning departmental operations with the City's long-term vision.


The Manager, Business and Innovation currently oversees two dedicated teams: the Business Services team and the Administrative Services team, with a total of 10 direct reports.


Other key responsibilities include:


Lead strategic initiatives, business planning, and performance reporting, including annual and trimester updates. Manage operating and capital budgets, monitor expenditures, and approve procurement-related documentation. Provide policy, budget, and strategic advice to Council, Committees, and senior leadership. Lead the Development Application Process Review initiative to ensure the development process is as efficient and effective as possible through operational efficiencies, digital process transformation, use of automation, and enhanced customer service, Champion interdepartmental collaboration, innovation, diversity, and continuous improvement. Ensure program and service delivery aligns with organizational goals and community needs. Represent the department on various internal and external committees, fostering strong partnerships. Utilize technology and data to improve service efficiency and customer experience. Anticipate municipal trends and proactively support Council priorities.

Minimum Qualifications


Proven leadership experience in a municipal or public-sector setting, preferably in planning, policy, or business services. Strong knowledge of municipal governance, budgeting, strategic planning, and policy development. Demonstrated ability to lead teams, manage complex projects, and communicate effectively with diverse stakeholders. Strong political acumen and the ability to navigate multi-stakeholder environments with diplomacy and integrity. Bachelor's degree in Business Administration, Public Administration, Finance, or a related field. A minimum of 7 years of progressive related management and senior level experience.

Preferred Qualifications


A professional designation such as a CPA, MPA, or MBA would be considered an asset to the role. Experience in municipal operations or a regional government setting would be a considerable asset.
What We Offer:


This excluded position has an annual salary range of $168,338 - $189,357. The rate of pay is based on a variety of factors including qualifications, knowledge, experience and skills.

Additionally, there is an opportunity to participate in an earned day off/flex day program. This position is based in Coquitlam with some flexible, hybrid work options available.
