The Division acts as a coordination point for driving business improvements by partnering with all divisions in re-designing business operations, translating business needs into innovative technology solutions, and implementing those solutions. As a key member of the Office of the Chief Technology Officer (CTO), you will play a pivotal role in supporting the delivery of City programs and services through such innovative business solutions as well as secure, reliable and dependable technology infrastructure.Reporting to the Manager, Office of the Chief Technology Officer, and leveraging your ability to provide insightful decision-making support, you will provide senior-level strategic and operational support to the Office of the CTO and the senior management team. You will lead and address matters related to strategic recruitment projects, staffing operations, incorporating diversity, equity and inclusion principles into talent attraction and development projects and programs and working closely with the City\'s People & Equity division.What can you expect to do?Being highly experienced and comfortable collaborating, consulting, and coordinating across an organization, with senior-level leaders in a large-scale organization or a complex, multi-stakeholder environment, and people leaders will be vital to your success as Management Consultant, Office of the Chief Technology Officer. Tasked with providing strategic advice, day-to-day operational support and creating outreach and engagement programs that increase the City of Toronto\'s profile, helping it attract top talent in the technology sector.Strategy & Consulting ExpertiseYou take a strategic approach to the work you do and are able to conceptualize the ideas of senior leaders and then develop those ideas into actionable projects and/or develop appropriate programs. You will oversee the planning, design, development, implementation and maintenance of a talent program for the Office, and ensure that hiring-related strategic and operational programs are reported and tracked, and develop consistent, effective communication to senior management.Acting as a subject matter expert in establishing programs that are designed to attract new and established talent to COT technology services division. You will advise on resources required to create, presentations, document writing, divisional posters, annual reports and business plans, staff communiqu\xc3\xa9s and support special events. You may also represent the CTO Division on City-wide corporate initiatives at meetings and forums on Technology Services.Full-scope project and program managementAs a Management Consultant in the CTO\'s Office, you will be expected to manage and coordinate assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance, and continuous learning, while ensuring that project expenditures are controlled and maintained within the approved budget. Adept at leading change in bureaucratic environment, you will establish strong governance and controls for large, complex programs, communicating and collaborating with stakeholders across the division and the city.A collaborative approach to continuous improvementThe Division and the Office will count on your assistance to conduct comprehensive research into the assigned area, taking into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government. You will also partner with multiple stakeholders and external sources to gather input to develop appropriate programs and processes aligned with TSD\'s business priorities and needs.Contributing to informed decision-makingYour analytical and critical thinking will be evident as you prepare strategic advice for the Office on strategic recruitment, talent attraction projects and related matters, and prepare presentations, correspondence for the CTO on corporate/divisional initiatives and other topics, often under tight time constraints. You may also act as a Unit representative at meetings with other Divisions and Councillors for information-sharing purposes and maintain a thorough knowledge of current corporate and other divisions\' strategies and initiatives. Ultimately, you will play a key role in ensuring a high quality of service, building capacity, and contributing to the CTO\'s mandate.Major Responsibilities:

  • Implements detailed plans and recommends policies/procedures regarding program specific requirements.
  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Provides client-driven, value-added management consulting services to a portfolio of diverse consulting projects reflecting practice areas.
  • Provides policy analysis, formulation, coordination and advice to the senior managers regarding programs, services and organization at both a strategic and operational level.
  • Shapes and defines consulting projects in consultation with client and key stakeholders, determines focus, scope, objectives, methodology and activities.
  • Directs the study process and applies methodologies, collects data, conducts analyses, draws conclusions and develops alternative solutions.
  • Brings analysis and conclusions forward to the client/stakeholders, chair meetings and promotes systematic discussion.
  • Supports management in assessing and devising solutions from a pragmatic and objective perspective.
  • Works in support of project steering committees and leads interdepartmental teams and working groups.
  • Assumes a temporary, short-term managerial/supervisory role in an organization unit during the transition phase of an organizational change project.
  • Contributes to the development and implementation of strategic organization design and effective management/governance systems and processes at the corporate level.
  • Assists in the assessment and analysis of corporate organization effectiveness issues and conducts studies and prepares confidential reports with respect to program and service delivery changes; management policies, systems, processes and practices; management restructuring; and organization change.
  • Leads and/or supports cross-departmental teams in the development and application of corporate policies; identification of a range of options for operations, policies, information systems and management practices; assessment of the implications and viability of each option; and recommends changes to support management priorities and functions and strengthens internal controls.
  • Researches, reviews and reports on existing and new management tools and methodologies and advises senior managers on emerging management techniques and other applied social science concepts and their applicability to the City.
  • Promotes organization learning and takes steps to orchestrate change through corporate wide and interdepartmental initiatives.
  • Fosters and maintains cooperative working relationships within and external to the organization; establishes and maintains contact with professionals in related fields to ensure skills, knowledge and practice are current.
Key Qualifications: * Graduate/Master\'s level education in Business Administration, Commerce, Public Policy, Political Science, Education, or another relevant discipline related to the job function, or the equivalent combination of education and experience. Experience in the telecommunications or technology industry is an asset.
  • Considerable experience in at least one of the following areas: recruitment, leadership development, organizational design, competency framework and profile development, HR policy/business process, change management, performance management, succession management, training, or employee engagement.
  • Considerable experience in program or project development and implementation, especially talent attraction.
  • Experience providing senior level strategic advice and adapting communications to a variety of audiences.
  • Considerable experience using Excel, PowerPoint and MSWord and systems such as SuccessFactors, SAP, and ELI or other relevant systems.
  • Highly developed analytical skills in accessing and reviewing business processes to identify options, best practices and opportunities to improve service delivery.
  • Excellent communication skills and presentation skills to deal effectively with city staff, senior management, and to chair meetings that include members from all organizational levels.
  • Exceptional consulting, interpersonal and negotiation skills with the ability to establish collaborative positive working relationships and a high level of trust with senior leaders, and to develop solutions, interact and communicate effectively with divisional and agency staff, other municipalities and orders of government and members of the public.
  • Ability to research, analyze and synthesize legislation, provincial guidelines, financial and resource issues, organizational models and operational impacts into defensible policies, procedures and/or program proposals.
  • Strong project management skills to complement a strategic mindset, including the definition of project purpose and objectives, project activities, milestones and deliverables, monitoring and tracking progress, and communications with stakeholders.
  • Ability to work effectively while managing multiple priorities in a demanding, dynamic.
  • CHRL designation is an asset.
