Learning & Development Specialist, People and Culture (12 Month

Contract)





The starting salary range falls within the minimum to mid-point of the salary range.



Starting Salary Range: $70,856- $88,570



Reporting to the Senior Manager, Learning and Development the Learning and Development Specialist, Programs, will work with stakeholders to design, develop, lead, and implement diverse learning programs, and employee training initiatives in alignment with our values and business objectives. The Learning and Development Specialist will manage their time across multiple, simultaneous project assignments and produce high quality deliverables related to training programs, e-learning and developmental solutions for Doctors of BC. This role will look to lead various programs and projects, contributing directly to the maintenance, management of training offerings and learning opportunities as well as identify areas for growth for the organization.



This role will work with the business through needs assessments and analysis to onboard, manage, and implement focused learning services, collaborating and leading, implementation and training plans to elevate the employee experience. This portfolio specifically focuses on advanced curriculum development, supporting the content creation and implementation of our robust employee development programs.



The Learning and Development Specialist ensures all related training and learning objectives are consistent and in alignment with other initiatives within the vision of the Operations Department, as well as Doctors of BC as a whole.

Devises, facilitates buy-in, makes recommendations, and guides implementation of corrective and/or preventive actions for complex issues that cross organizational boundaries and are unclear in nature. Identifies potential consequences and risk levels. Seeks support and buy-in for problem definition, methods of resolution, and accountability.

Participates in change programs by planning implementation activities with other change champions. Interprets the meaning of new strategic directions for the work group and sets objectives and standards. Implements monitoring and feedback systems. Evaluates progress and finds ways of making continuous improvements. Solicits and offers ideas for improving primary business processes. Improves effectiveness and efficiency through the involvement of peers and business partners by initiating new approaches

Thoroughness (A):




Identifies potential areas of conflicting priorities and vulnerability in achieving standards. Reviews department's progress against established goals, objectives, service level targets, and project milestones. Supports others in achieving deliverables by efficiently allocating resources and providing common organizing systems, techniques, and disciplines. Maintains a proactive work review and approval process prior to assignment completion. Solicits internal and external customer evaluation of performance and devises measures for improvement.

WHAT YOU BRING




An undergraduate university degree in instructional design, information technology, business or related field, AND up to four years of progressive and relevant experience, including a minimum of 2-3 years' experience in adult education, preferably with technical training. Having an equivalent level of related work experience in-lieu of post-secondary education will be considered. Experience developing training content in multiple formats, i.e. eModules, Webinars, Train the Trainer, and Job Aids Experience in technical training, specifically in customer service, compliance, and technology. Knowledge of adult learning concepts and techniques. Knowledge of course development and design, including needs analysis, objective setting and assessment processes. Demonstrated experience evaluating the effectiveness of learning activities and determining opportunities for improvement Excellent written and oral communication techniques; including public speaking and presentation/facilitation skills in a virtual/remote environment. Good sense of judgment, analysis and synthesis; with a high personal standard of service, professionalism, performance and willingness to work both as a team and independently. Ability to provide strategic consulting and act as a change agent applying creative approaches to development of a learning culture. Awareness of evolving expectations, market trends, and best practices in learning and development. In-depth knowledge of cloud-based learning management systems, and eLearning software and systems will be an asset Understanding of SCORM, xAPI and some graphic design skills will be an asset. Excellent computer proficiency including Microsoft Office applications (emphasis on PowerPoint) and web conferencing tools (Zoom).
