Job Description


This posting is for one (1) Permanent position and one (1) Temporary position that may continue until June 14, 2027The Information Technology Division of the Edmonton Police Service requires two (2) experienced Business Analysts who are curious, self-motivated and organized with exceptional strategic business analysis, communication and interpersonal skills. These skills will be used to perform comprehensive enterprise analysis on requests for IT projects/software as well as organizational business projects.
Responsibilities will include:

  • Providing expert enterprise analysis to optimize business processes to enhance efficiency and effectiveness across the organization.
  • Proven expertise in achieving alignment and consensus amongst diverse stakeholders.
  • Demonstrate and explain how proposed solutions are aligned to business goals through the creation of project requests and define the impacts and risks, including organizational readiness for the change.
  • Conduct thorough, methodological investigations to identify key stakeholders impacted by an enterprise or business area strategy.
  • Demonstrated ability to articulate high level strategic initiatives and how they help justify investment decisions while aligning them with organization objectives.
  • Demonstrated proficiency in applying critical thinking to analyze complex problems and drive informed decision making.
  • Prepare, coordinate, and lead divisional management meetings to present project investment requests and answer questions from committee members.
  • Develop and maintain business models and processes that illustrate the organizations structure, processes and information flows.
  • Assist the Planning and Delivery Branch in defining portfolio/project scope, resource demand, benefits and risks during the discovery phase, may lead discovery efforts.
  • Organize and facilitate meetings and/pr workshop sessions with stakeholders.
  • Prepare pre-project documentation such as business cases, request for proposal (RFP), vision/scope, project investment requests, briefing notes, business analysts plans, etc.
  • Author, review and assist in the creation of deliverables such as business requirements, conceptual prototyped designs, process models (swim-lane), functional specifications and detailed designs using a variety of techniques and methods as defined in the Business Analysts Body of Knowledge (BABOK).
  • Assist in the selection and implementation of software solutions, including market scans and gap fit analysis of a selected solution to EPS requirements.
  • Participate in the governance, oversight and maintenance of the business analysis practice and center of excellence within the Information Technology Division (ITD).
  • Performing other related duties as required.
Qualifications
  • Degree in a related discipline, and four (4) years of relevant experience in an Information Technology environment including demonstrated ability to lead small to mid-size initiatives. Formal certification in the area of expertise is desirable. OR Post secondary diploma in a related discipline and five (5) years relevant experience in an Information Technology environment including demonstrated ability to lead small to mid-size initiatives. Formal certification in the area of expertise is desirable. OR Certificate in a related discipline and seven (7) years relevant experience in an Information Technology environment including demonstrated ability to lead small to mid-size initiatives. Formal certification in the area of expertise is desirable.
  • Professional Designation in Business Analysis (CCBA, CBAP, PMI-PBA) from the IIBA or PMI is an asset and desirable.
  • Proven experience specializing in Business Analysis included project experience in COTS/SaaS implementations and robust, enterprise scale applications or initiatives.
  • Proficiency with various Microsoft applications (Excel, Word, Outlook, Access, PowerPoint, Microsoft Project, Microsoft Visio, Microsoft 365).
  • Demonstrated excellent organizational, interpersonal, verbal and written skills with a strong focus on customer service.
  • Ability to excel in a team environment.
  • Experience working in a policing organization, particularly in the area of enterprise level project planning is a significant asset.
  • Training in IT strategy design from a post-secondary institution is an asset.
  • Change Management Training (PROSCI) training would be considered an asset.
Hours of Work:
33.75 hours per week, Monday - Friday. Hours of work may be subject to the terms and conditions of variable hours of work program.
Salary Range:
21M, Salary Grade: 032, $51.17 - $65.30 (Hourly), $3,454.00 - $4,407.80 (Bi-Weekly), $90,150.51 - $115,044.04 (Annually).
