Job Summary
An excellent opportunity to apply your technical experience Open School BC (OSBC) is a unit within the Services and Technology Division of the Ministry of Education and Child Care, which designs, develops and delivers print and online learning content and services to government ministries, the public sector and the K-12 education system in British Columbia. As a service provider, OSBC is involved in content and services development, promotion and customer relations to a broad range of clients that include students, parents, teachers, public servants agency employees, and the general public. OSBC provides expertise in project management, instructional design, instructional writing/editing, multimedia and web development, and publishing. OSBC delivers its products and services through the Online Hosting Service: a sophisticated technology infrastructure, including electronic commerce, learning management systems, and student management system that delivers online training to the broader public sector. OSBC works to ensure that the customer-service focus of the organization reflects a commitment to quality content products delivered in a timely manner to all customers. OSBC operates on a cost recovery basis and generates revenue of approximately $3 million per year. In 2016, Open School BC was identified as one of the 10 Best Places to Work in the BC Public Service and was chosen as the 2016 Premier?s Awards regional recipient in the Organizational Excellence category. The Lead Web Technical Analyst leads and coordinates application architectural planning, design, development, testing and maintenance of mission critical applications of significant complexity (multiple platforms, environments and technologies requiring integration of new and legacy systems). This position will also provide:
  • lead development of web based tools which integrate with external system APIs, including the Moodle Learning Management System and custom built Student Management System;
  • needs analysis and business solutions development for clients in relation to Open School BC?s Hosting Service and application development services; and
  • version control, bug tracking, software feature requests, task management, continuous integration; and
  • Technical support for enterprise level applications and the Hosting Service.
Job Requirements:
  • Degree, diploma, certification in the Computer Science field or related discipline and 4 years of continuous recent experience (or an equivalent combination of education, training and experience) including:
    • Development of multi-tier web applications;
    • PHP;
    • Database schema design concepts and SQL;
    • Git version control;
    • JavaScript frameworks and libraries, such as React, jQuery, Bootstrap;
    • Integration with API?s;
    • Writing well-abstracted, reusable code as well as designing and executing test plans;
    • Customer support;
    • Following established design and development guidelines and processes;
    • Collaborating in a team environment with other developers and project managers;
  • Preference may be given to applicants who have experience with:
    • Moodle administration;
    • Moodle course development;
    • Learning Management System administration;
    • Perl;
    • Web development in a UNIX based environment;
    • Oracle database queries;
    • JIRA;
    • Adobe Animate;
    • LearnDash for WordPress;
    • Drupal;
    • Graphic design and layout;
    • User experience design;
  • Proviso:
    • The position may require travel to the office on occasion throughout the year for special all-staff or team meetings.
