Duration: 12 months Contract

Leveraging more than two decades of progress and experience to guide Canada\'s digital health journey, will focus its efforts on creating a world-class interoperable system that Canadians deserve, one which puts them in control of how they receive care and empowers them to access and use their health record for their own care. To achieve interoperability across the health system in Canada, will collaborate closely with jurisdictional and federal partners, industry, and stakeholders from across the broader health system to drive value for all Canadians.

Position Purpose

We are looking for a seasoned digital health leader who demonstrates advanced skills in organizing complex information into structured plans, excellent stakeholder engagement skills and program leadership/program management to achieve strategic goals outlined in the Pan-Canadian Interoperability Roadmap. With a deep understanding of the Ontario health system, the Interoperability Engagement Director ON will primarily focus on driving the pan-Canadian digital health interoperability priorities and initiatives that are aligned with Ontario\'s strategy with an eye to applicability beyond the Ontario jurisdiction.

The Interoperability Engagement Director ON will work closely with the Executive Regional Director Ontario, to provide short and long-term planning, strategic alignment, leadership, subject matter expertise, project management, relationship management, operational oversight, negotiation, monitoring, and risk management to ensure success throughout all phases of the Pan-Canadian Interoperability initiatives and projects.

In addition, the IED will take on responsibility for the day-to-day oversight of the Interoperability projects, mitigate and manage risks and issues, and take proactive actions to identify opportunities to advance the mandate.

Job Responsibilities

The responsibilities of the Interoperability Engagement Director ON will include, but will not be limited to, the following:

  • Accountable for the planning and delivery of Interoperability initiatives for the Ontario portfolio (project definition, planning, stakeholder engagement, development, implementation, operationalization, and measurement) to deliver commitments against the Pan-Canadian Interoperability Roadmap;
  • Leadership and accountability for the oversight and decision-making structures and processes to govern the initiatives and projects for the Ontario portfolio of the pan-Canadian Interoperability Roadmap. This includes defining portfolio-level governance structures and processes and developing governance reporting requirements to support internal or external decisions. In addition, the IED will provide governance support to the Executive Regional Director of Ontario for the Bilateral Collaboration Table (BCT);
  • Responsible for working with various Interoperability portfolio leadership to contribute to building a detailed end-to-end project plan for key deliverables in the Pan-Canadian Interoperability Roadmap;
  • Collaborating with the business services, marketing, communications, and other teams to brainstorm solutions to project issues and risks;
  • Working with the ERD-ON to engage jurisdictional stakeholders in Ontario and strengthening relationships to foster collaboration to achieve successful project delivery. Establishing regular, ongoing meeting cadence with external stakeholders in ON for successful delivery while monitoring and mitigating risks to the Pan-Canadian Interoperability Roadmap;
  • Anticipating needs and working to resolve potential issues. Accountable for working with internal risk, privacy and security, procurement, and legal teams to minimize the corporate risk associated with project activities and to identify, and where possible, support jurisdictions with Pan-Canadian privacy and legal regulations associated with the Interoperability Roadmap commitments;
Education
  • Undergraduate Degree required; MBA, or equivalent graduate level education, preferred.
  • Project Management training or equivalent, PMP certification is an asset
Qualifications
  • 12+ years working experience delivering business projects; 5+ years experience in digital health
  • Management consulting experience
  • Ability to deal with ambiguity; excellent political and business acumen
  • Understanding of the federal and provincial political environment
  • Exceptional team-building skills with a focus on collaboration and flexibility when working with both external and internal stakeholders
  • Demonstrated leadership ability in a team environment
  • Ability to work effectively with people at all levels in an organization
  • Proven record of high performance and substantial achievements working in large, complex, multi-stakeholder projects in the technology or healthcare industry
  • Excellent analytical and presentation skills
  • Project Management experience of a minimum of 10 years in the implementation of large business transformation programs involving interoperability, standards, and solution vendors in the healthcare sector
  • Experience in I.T./I.S. strategy, architecture, standards, development, and integration
  • Experience working and negotiating with third-party vendors
  • Ability to oversee multiple project resources from different departments or organizations along with experience coordinating resources across health system organizations
  • Strong analytical skills to identify gaps, and deficiencies and develop technical solutions
  • Ability to establish and maintain relationships with multiple stakeholders and resolve conflicts and issues demonstrating strong negotiation, communication, and facilitation skills
  • Detail-oriented with excellent problem-solving skills, including the ability to deal with situations where information is difficult to obtain, complex, or ambiguous
  • Ability to interpret operational needs, and develop integrated, creative solutions
  • Strong business analysis skills, with the ability to research and analyze data into useful information for business recommendations
  • Excellent organizational and teamwork skills
  • High level of initiative and self-direction
  • Strong knowledge of the health care systems (e.g., Drug Information Systems, registries, authentication services, etc.). Understanding of the company mandate and the Ontario digital health system.
