Job Summary

We are seeking an experienced International Talent Acquisition Specialist to join the Expatriate Recruitment team within the Staffing Services function at This Company in Dhahran, Saudi Arabia. The Expatriate Recruitment Unit is responsible for identifying, engaging and attracting top global talent to join This Company and provide the required human capital to help This Company achieve its strategic objectives. The position will report into the Group Leader, Expatriate Recruitment.

Responsibilities:

  • Plan, execute, and deliver recruiting strategies to target top global expatriate talent to join This Company and meet the hiring needs of assigned internal stakeholder organizations.
  • Partner with stakeholder hiring organizations, in-house recruiters, and third-party recruiters to develop sourcing and recruiting plans and strategies.
  • Develop clear, functional job briefs and ensure alignment with key stakeholder subject matter experts.
  • Utilize all available channels to identify, engage, and attract top talent to join This Company.
  • Develop appropriate compensation packages using established policies and processes, obtaining necessary approvals from hiring organization decision-makers.
  • Work with assigned recruiters and third-party agencies to secure candidate acceptances.
  • Act as the primary interface between talent acquisition and internal hiring organizations, establishing yourself as a trusted and credible business partner in relation to expat requirements.
  • Partner with overseas subsidiary recruiting offices in the UK, US, Singapore, and India to target appropriate talent markets.
  • Lead and monitor sourcing, attraction, and offer negotiation processes with assigned overseas recruiters and implement interventions, if necessary, to ensure delivery against assigned hiring targets.
  • Achieve assigned recruitment Key Performance Indicators (KPIs) by developing and executing various recruiting strategies.
  • Lead candidate sourcing efforts by utilizing a wide variety of tools and channels, including overseas subsidiary recruiting offices and third-party agency suppliers.
  • Engage with candidates and overseas subsidiary recruitment offices to articulate expat requirements within This Company and effectively communicate the employee value proposition.
  • Ensure a seamless candidate progression through the recruitment process and facilitate timely talent acquisition by engaging with internal and external stakeholders.
  • Lead and participate in candidate assessment interventions to establish candidate fit in relation to expat requirements.
  • Oversee candidate offer processes, develop appropriate compensation packages, and obtain necessary approvals from decision-makers.
  • Manage talent acquisition information and ensure accuracy, completeness, and currency of candidate information.
  • Provide advisory services to internal hiring organizations regarding talent acquisition strategies, candidate assessment methodologies, compensation and benefits policy, and the global talent marketplace.
  • Formulate and maintain short-term, medium-term, and long-term plans for the delivery of accountabilities.
  • Deliver scheduled and ad hoc reports to support recruitment processes and personal/team accountabilities.
  • Travel domestically and internationally as required, frequently at short notice, to network with candidates, support internal hiring organizations, and engage with stakeholders abroad.
Requirements:
  • This role required candidate to permanently relocate at Dhahran, Saudi Arabia.
  • Bachelor\'s degree in HR, Business Administration, or a related discipline.
  • Minimum of 6 years of experience as a recruiter or recruitment account manager in international talent acquisition/recruitment, gained either in-house or in external consultancy.
  • Deep knowledge of contemporary talent sourcing principles and a proven track record in utilizing talent sourcing tools and channels.
  • Strong exposure to HR policy interpretation and application of sophisticated compensation and benefits frameworks.
  • Experience in recruiting within the Oil and Gas industry or analogous industry sectors, with preference given to those with exposure to the Arabian Gulf/Middle East region.
  • Strong communication skills and the ability to build credibility and trust with internal and external stakeholders.
  • Proven ability to manage multiple and competing stakeholder requirements.
  • Solid commercial acumen with advanced negotiation skills.
  • Strong integrity, honesty, and ethics.
