This posting is for a potential opportunity with a junior mining company. The role will be based out of their Toronto office.
Position Overview
The People & Culture (HR) Manager will be responsible for developing, implementing, and managing HR policies, programs, and practices that support the company's strategic objectives. This role will cover both corporate staff in Toronto and project-specific employees, contractors, and consultants in Arizona. The People & Culture Manager will ensure compliance with Canadian and U.S. labor laws, manage cross-border employment considerations, and provide hands-on HR support to a lean and fast-growing organization advancing its flagship mining project in Arizona.
Responsibilities:
Partner with senior management to design and execute HR strategies aligned with the company's growth and development phases.
Act as a trusted advisor to leadership on organizational design, workforce planning, and talent acquisition.
Build and manage a scalable HR function suitable for a junior mining company moving toward project development, execution and eventual operations.
Lead recruitment for corporate roles in Toronto and site-based roles in Arizona, including sourcing, interviewing, and onboarding.
Develop job descriptions, compensation packages, and employee value propositions tailored to the mining sector.
Support strategies for retaining key technical and operational staff in a competitive talent market.
Act as the main HR contact for employees in both Canada and the U.S., ensuring consistent communication and application of company values and policies.
Address employee relations issues with discretion and fairness; investigate workplace concerns and provide recommendations to management.
Foster a positive, inclusive, and safety-focused organizational culture.
Manage payroll and benefits administration for Canadian employees and liaise with U.S.-based payroll/benefits providers for Arizona personnel.
Support compensation benchmarking to ensure competitiveness in both jurisdictions.
Ensure compliance with Canadian and U.S. employment standards, including taxation and benefits regulations.
Develop and maintain HR policies, employee handbooks, and procedures that comply with Canadian and U.S. employment laws.
Stay current on legislative changes in Ontario, federal Canadian labor laws, and Arizona/U.S. labor laws, advising management accordingly.
Support compliance with mining sector-specific employment and contractor management regulations.
Identify training needs and implement programs to enhance staff capabilities, particularly around safety, compliance, and management skills.
Develop orientation and onboarding programs that address both corporate and site-Partner with HSE (Health, Safety & Environment) teams to align HR practices with site safety standards and corporate ESG commitments.
Promote a culture of safety, diversity, and inclusion aligned with stakeholder and investor expectations.
Experience:
+ Minimum of 7-10 years of progressive HR experience, including at least 3 years in a managerial capacity.
+ Experience in mining, natural resources, or heavy industry is strongly preferred.
+ Demonstrated experience managing HR functions across multiple jurisdictions (Canada/U.S.) is an asset.
+ Ability and willingness to travel occasionally to the Arizona project site as business needs arise (approximately 10-15% travel).
+ Must be legally eligible to work in Canada; ability to enter and work in the U.S. as required (business travel).
Education:
+ Bachelor's degree in Human Resources, Business Administration, Industrial Relations, or related field.
Licenses or Certifications:
+ CHRP/CHRL designation (Ontario) or equivalent HR certification preferred.
Skills and Competencies:
+ Strong knowledge of Canadian (Ontario) and U.S. labour legislation and employment standards.
+ Proven ability to manage full-cycle recruitment, onboarding, compensation, and employee relations.
+ Excellent interpersonal and conflict resolution skills; ability to work with a diverse workforce including corporate staff, consultants, and site-based teams.
+ Ability to thrive in a lean, entrepreneurial environment with shifting priorities.
+ Strong organizational skills, discretion, and judgment in handling sensitive information.
+ Proficient in HRIS, payroll systems, and MS Office tools.
