THE OPPORTUNITY
We have an exciting opportunity for a strategic, collaborative, and experienced educational leader to join Nisga'a School District (SD 92) as the Senior Manager, Human Resources. This is a senior leadership role, reporting to the Superintendent of Schools or their designate, the Senior Manager, Human Resources is responsible for overseeing all aspects of human resources management within Nisga'a School District (SD 92). This includes recruitment, labour relations, staff support, workplace safety, and compliance with provincial legislation and collective agreements. The role ensures the district attracts, retains, and supports a highly skilled and diverse workforce aligned with its vision, mission, and strategic plan.
This position provides expert advisory services, implements effective recruitment strategies, and fosters an inclusive, equitable work environment. The successful candidate will bring a proactive approach, strong leadership, exceptional communication skills, and a solid background in HR and labour relations to support the success of the learning community.
The Senior Manager works closely with the Superintendent, Secretary-Treasurer, district leadership, school administrators, union representatives, employees, and external agencies to promote a culture of collaboration, integrity, and continuous improvement.
THE ORGANIZATION
The Nisga'a School District is located in the Nass Valley and serves a student population of approximately 380. While most students are Nisga'a, the district also welcomes non-Indigenous and Indigenous learners from diverse cultural and language backgrounds. What makes our district unique is not its size, but its deep connection to community, rooted in Nisga'a language and culture.
Each of our four communities Gingolx, Laxgalts'ap, Gitwinksihlkw and Gitlaxt'aamiks along the Nass River host a community K-7 elementary school with the high school being located in the largest community Gitlaxt'aamiks, as part of a K-12 school.
From the Nass Valley it is an easy drive to a ski hill, numerous hotsprings, many world-class fishing spots and Terrace, a regional centre that includes all regular amenities.

RESPONSIBILITIES
Strategic Leadership & Organizational Development

• Advise school and district leadership on performance management, discipline, attendance, staffing, and HR policies.
• Administer HR programs including job evaluation, attendance support, performance reviews, wellness, and DEI initiatives.
• Align HR strategy with the district's strategic and educational goals.
• Lead workforce planning, succession planning, and organizational development.
• Promote equity, diversity, and inclusion across all HR practices.
• Analyze HR metrics to inform improvements.
• Model collaborative and compassionate leadership.

Labour Relations & Collective Agreement Administration

• Manage BCTF/Nisga'a Teachers' Union (NTU) and CUPE agreements, ensuring compliance and proactive issue resolution.
• Support collective bargaining in collaboration district leadership and BCPSEA.
• Interpret agreements, resolve grievances, and conduct investigations.
• Administer grievance and arbitration processes.

Employee Relations & Performance Management

• Oversee recruitment, hiring, and onboarding with a focus on fairness and transparency.
• Manage conflict resolution, disciplinary actions, and grievances.
• Coordinate investigations into employee misconduct.
• Mentor school administrators in staff evaluation and development.
• Support high performance and professional standards.

HR Operations & Policy Implementation

• Ensure compliance with the School Act, Employment Standards Act, and Workers' Compensation Act.
• Oversee benefits administration, leave management, and documentation.
• Provide guidance on contracts, policies, and best practices.
• Assist in developing and evaluating HR-related Board policies.
• Ensure adherence to administrative procedures and policies.

Workplace Safety & Occupational Health & Safety (OHS)

• Ensure compliance with OHS legislation and standards.
• Oversee JOH&S committees and safety initiatives.
• Enforce the Respectful Workplace Policy.
• Manage WorkSafeBC claims and accommodations.
• Oversee disability management for all staff.

Payroll & Compensation Administration

• Oversee payroll onboarding and salary placement.
• Collaborate with finance on staffing budgets and expenditures.
• Ensure wage and benefit compliance with collective agreements.

Professional Development & Capacity Building

• Provide training for administrators on staffing and HR policies.
• Design and implement employee development programs.
• Support professional development for EAs and Learner Support Teachers.
• Assist with teacher practicum and Community Field Experience (CFE) coordination.

Workforce Planning & Recruitment

• Lead recruitment and evaluation for unionized staff.
• Develop job postings, screen candidates, and manage interviews.
• Use enrollment projections to inform staffing.
• Deliver orientation programs for new hires.
• Collaborate with administrators on staffing needs.
• Assist with staffing allocations.

Communication, Engagement & Community Relations

• Maintain transparent communication with staff and unions.
• Foster positive relationships with employees and associations.
• Support administrators in resolving HR concerns.
• Participate in district committees and represent the district provincially.

Budget & Fiscal Responsibilities

• Develop and manage the HR department budget.
• Provide staffing and budget data for district planning.
• Ensure cost-effective HR operations.

District Relations & Responsibilities

• Maintain collaborative relationships with district leadership.
• Provide regular updates and reports to district leadership.
• Develop and review an annual professional growth and work plan.
• Perform additional duties as assigned.

QUALIFICATIONS

• Bachelor's degree in Human Resources, Business Administration, or a related field.
• Chartered Professional in Human Resources (CPHR) designation is an asset.
• Minimum five years of progressive leadership experience in HR, labour relations, or school administration.
• Experience in K-12 system is an asset.

KEY COMPETENCIES

• Extensive experience in employee/labour relations, performance and disability management, engagement, training, and workforce planning.
• Proven experience in collective agreement management, grievance resolution, and employment law.
• Experience working with Indigenous employees and partners including communication, collaboration and following local protocols.

The targeted salary range for this position is $104,123 - $130,154 annually.
