Reporting to the Manager, Organizational Development and Talent Management (ODTM), the HR Representative - Recruitment and Reporting is responsible for providing support to the core HR functions of the department with a specialized focus on recruitment, reporting, data collection, validation, etc.
The HR Representative will provide support for various procedural activities, HR programs and projects related to the department's operations. The incumbent will provide general interpretation of various human resources policies, procedures, collective agreements, etc., ensuring the College is compliant with legislative and provincial College system requirements related to the human resources function.

Qualifications:
Post-secondary education in Human Resources, Business Administration or related field
Certified Human Resources Professional (CHRP) or Certified Human Resources Leader (CHRL) designation required
Minimum three (3) years of human resources administrative support experience in various core human resources functional areas
Focused experience in recruitment, selection, data collection/validation and analytics required
Experience working with Human Resources Information Systems (HRIS) including profile creation, data entry, reporting, applicant tracking, user login and troubleshooting, etc. required. Ceridian Dayforce experience considered a strong asset
Demonstrated ability to gather information, analyze, evaluate, formulate and recommend options for courses of action
Excellent knowledge of human resources practices, protocols and procedures
Experience working within government regulations, guidelines and procedures concerning all employee relation matters (employment standards, accommodation, human rights, health and safety, labour relations, accessibility, etc.)
Experience in interpreting, implementing/adhering to administrative procedures, guidelines and collective agreements
Professional demeanor with strong customer service orientation and effective presentation and interpersonal skills. Must have strong verbal and written communication skills with superior attention to detail and high degree of accuracy
Ability to work with highly sensitive and confidential information
Demonstrated skills with creative, solutions-based problem solving
Excellent follow-through skills and proven ability to take initiative with general and/or limited instruction
Ability to work in a fast-paced environment where focus may be interrupted and requirement to change tasks/priorities is a daily occurrence
Demonstrated high level of proficiency with computer applications including but not limited to Microsoft Office 365: Excel, Outlook, Word, SharePoint and MS Teams
Strong client focus with an awareness of and sensitivity to diversity
In-person, on-site position; must be able to reliably commute and/or relocate to North Bay, ON
Responsibilities:
Recruitment & Talent Management / Data Support
Ensure the College's recruitment and selection policies and procedures are applied appropriately
Act as a resource to the hiring process, ensuring consistency of information, interpretation and application when communicating to Administrators and employees
Review and process Requests to Post and prepare job postings including formatting for internal and external postings
Support the recruitment process by administering assessments, complete first level shortlisting (internal competitions), posting ads to job boards and careers sites, contact candidates for interviews, prepare interview packages and forms, distribute materials, respond to inquiries by applicants, conduct skill testing activities, etc. for all employee groups
Initiate reference check process as required
Coordinate, verify and submit necessary confidential information and documentation related to recruitment (Rec Forms, Change of Status, Progression, Reclassification, etc.)
Gather and prepare reports for College Employer Council, Finance, etc. (i.e. Annual Staffing Survey, Union Voter's List, etc.)
Prepare reports for local unions as required
Gather data and prepare statistical reports for reviewing, adhering to collective agreements (Seniority Lists, Employee Lists, Partial Load Registry, etc.)
Support the preparation of Compensation/Pension/Benefits employee documentation
Support the departmental budget cost centres by compiling and preparing timely and accurate data for monthly invoicing and annual budget submission
Provide technical support where required
Other duties as assigned
HRIS / Core Human Resources Function Administrative Support
Act as Tier 2, front line ODTM/HRIS resource by responding to general human resources inquiries in person, via phone or electronically to internal and external collaborators
Organize and maintain employee files and documentation (hard copy and electronic), prepare files for storage, prepare new employee files and assist with keying employee data in the HRIS
Assist with processing of payroll-related paperwork including new hire documentation, compensation changes, separations, transfers, people position changes, leaves of absence, etc.
Maintain and keep up to date various HRIS module cycles (e.g. Time Away from Work (TWAF), Performance, Learning, etc.)
Provide core administrative support to all areas of human resources within the ODTM Team
Manipulate data/text and perform functions such as formatting, editing, merging, pagination, pivot tables, spreadsheet VLOOKUP's and calculations, etc.
Provide additional and backup support to the Assistant and HR Representative - Pension and Benefits
Support a positive and engaged organizational culture by participating in engagement activities
Special Projects Support
Provide focused project/special assignment support by gathering information, conducting research and assembling pertinent materials as required
Provide support and participate in employee engagement initiatives such as performance management, change initiatives, leadership development, diversity and equity initiatives
