Duties

Incumbent is post\xe2\x80\x99s sole employee responsible for the full range of human resources and finance activities relating to Locally Employed Staff (LE Staff) and Direct Hire American employees (USDH) in Calgary, at a growing post currently comprised of about 16 USDH, 43 LE and 6 EFM Staff. Must be able to independently manage both portfolios and know when to escalate matters to the Management Officer that require a higher level of intervention. As the human resources manager at post, the incumbent independently manages recruitment, separations, promotions, reassignment, benefits, performance, training, medical issues, among others and acts as the first point of resolution for issues between employees and supervisors.
As the sole financial assistant at Post, the incumbent is responsible for all Post financial matters, to include Time & Attendance, Cashiering, Disbursement duties, and allowances, among others. As main timekeeper at Post, provides guidance and training to section timekeepers on time and attendance for local and American staff. As the Class B Cashier, incumbent is accountable for safekeeping, documenting, depositing, and making all cash disbursements, maintaining related records, and verifying that expenditures comply with regulations. The incumbent provides guidance and support for one alternate Class B Cashier, one sub-cashier, and 3 alternate sub cashiers. Provides services as the Designated Billing Official (DBO) for HR transactions. Incumbent is also responsible for assisting USDH with timely completion and submission of allowance paperwork in compliance with these programs.


Qualifications and Evaluations



Requirements:
EXPERIENCE: At least three years of experience with a direct responsibility over human resources and/or financial work in an office setting are required.
JOB KNOWLEDGE: Knowledge of administrative business processes, procedures with the use of computer applications relating to the areas of this position\xe2\x80\x99s responsibilities.
Education Requirements:
Bachelor\'s Degree or equivalent university degree program in Human Resources, Finance, Business Administration, Communications is required.

Evaluations:
LANGUAGE: Fluent in speaking/reading/writing in English is required.
SKILLS AND ABILITIES: Must be proficiently skilled in MS Word/Excel/PowerPoint, have a keen attention to detail, and be able to type at least 40 words per minute with accuracy. Must possess good judgment, tact, discretion and excellent interpersonal skills to communicate and work with customers and employees of all levels. Must have demonstrated leadership and time management skills.

The pay plan is assigned at the time of the conditional offer letter by the HR Office.
