Job Summary

Reporting to the Chief Operating Officer (COO), with accountability to the CCTG Director for Faculty staffing, the Human Resources and Staffing Operations Leader will lead the Human Resources and Staffing functions at the Canadian Cancer Trials Group (CCTG). The Leader is responsible for a range of Human Resources and Staffing activities in support of the administration and operation of the CCTG and works in accordance with university policy and legislative requirements. The incumbent contributes to strategic directions and annual operating planning, supports employee labour relations matters, as well as employee wellness and associated initiatives within the Group.



The incumbent works closely with the CCTG Director, and Queen's University Central HR and Faculty of Health Science Staffing Office, to oversee and support all aspects of the academic faculty employee lifecycle within CCTG. The incumbent provides support to the Director on current procedures and expectations and Human Resources policies.

KEY RESPONSIBILITIES:

Strategic Directions and Operating Planning

- Leads Human Resources planning, in collaboration with COO, Finance Manager, and CCTG Managers. Contributes to and ensures alignment with strategic and annual operating planning processes for the CCTG. Leads preparation of reports and materials required for review and approval by the CCTG Central Office Executive Committee (COEC) to inform Human Resources decision making.


- Participates in the development of short and long-term plans or strategies for CCTG by providing expertise on relevant issues or concerns. Regularly consults with central HR and other central university services for complex issues or unique situations.


- Proactively monitors industry trends to identify opportunities to enhance CCTG HR Strategy. Makes recommendations to the CCTG leadership group and leads implementation of new Human Resources initiatives.


- Promotes a culture of inclusion that embodies CCTG values, advocates the value of diversity to others and takes action to increase diversity in the workplace. Provides guidance on strategic practices aimed at promoting equity, diversity and inclusion through all CCTG activities.


- Fosters an inclusive, supportive and welcoming work environment for individuals with diverse backgrounds and identities.


- Ensures strategic recruitment includes a focus on equity, diversity, inclusivity, indigenization, and accessibility within the CCTG in collaboration with the EDIIA Lead and CCTG Managers. Provides support as the Equity Representative on competitions where required. Prepares/contributes to strategic recruitment planning through use of the Queen's University DEAP framework.




Faculty Staffing

- Leads CCTG Faculty recruitment activities including CCTG Senior Investigators, Biostatisticians, and any Fellows, Post Docs, or Students that join the CCTG. Provides guidance on the current expectations for recruitment and ensures compliance with Queen's University and FHS expectations.


- Leads overall project management of the process, maintains oversight of information through reporting dashboard, and ensures regular reporting to the CCTG Director. Completes all recruitment activities in compliance with required guidelines, coordinates the selection committee and feedback processes, facilitates all interviews and visits and lectures within the process, and develops and issues offers to successful candidates. This is done with awareness/consultation with Queen's FHS and KGHRI Department of Medical Oncology. Where appropriate for central awards/chairs this may include engagement with Queen's VPR office and others.


- Works closely with the FHS Staffing Office and Faculty Relations, to ensure timely and accurate administration of academic-specific processes, such as recruitment, renewals, tenure eligibility, promotion, academic and negotiated leaves, leaves of absence, retirements, reduced periods of responsibility, immigration and compensation.


- Coordinates the recruitment process for academic faculty ensuring adherence to the Collective Agreement and the Senate policies and processes; ensures clinical faculty recruitments adheres to hospital guidelines.


- In collaboration with CCTG Director establishes and disseminates processes for triaging faculty-related requests.


- Identifies immigration requirements and is the primary contact in CCTG for addressing and resolving issues to ensure legislative compliance.


- Leads the onboarding process for all CCTG Faculty Fellows, Post Docs, and Students. This includes working with the Faculty Supervisor to prepare a letter of offer, ensuring review by Queen's FHS, and establishing and executing an onboarding plan with the Faculty Supervisor including training and equipment needs.


- Attends/member of the CCTG Education Committee led by Education Director. Facilitate seamless transition from the committee to recruitment/onboarding of the CCTG Faculty Fellows, Post Docs, and students.




Human Resources:

- Provides strategic guidance and advice to CCTG on complex human resources issues including academic employment and employee related matters. Ensures direction and advice complies with university human resources policies, collective agreements, and legislative bodies and promotes a consistent approach to management of staff and faculty positions.


- Leads the CCTG through the full cycle of the recruitment process from the point that a vacancy is identified to the facilitation of the internal new hire onboarding process. Leads strategic recruitment initiatives for hard to fill positions.


- Facilitates the job evaluation process by coordinating submission of job evaluation requests, ensuring documentation is complete and accurate. Act as point of contact for Central HR throughout review process


- Provides guidance on position summary and job posting development, advising CCTG Managers/Team Leaders on recruitment strategies, providing support and advice during the selection process, developing selection criteria/tools and screening resumes, interviewing job candidates and completing reference checks.


- Participates on search committees and/or provides Equity Representative services, where requested. Works with Queen's University Client Service team to ensure timely preparation of offers of employment in consultation with the CCTG Manager.


- Manages all files and ensures files are complete/filed and all information required has been provided to Central HR and the hiring Manager.


- Assists with organizational design issues, determining potential impacts on positions and compensation. Assists Senior Managers/Supervisors with the implementation of recommendations from organizational reviews.


- Leads projects, mobilizes, and manages requirements necessary to complete initiatives, monitor progress, and perform regular reporting.


- Coordinates, supports and/or delivers human resources development training programs.


- Provide guidance to CCTG management on performance management, accommodation and employee relations issues.


- Provides primary support to managers in leading processes related to performance management including gathering information, identifying areas for further coaching or support. Makes recommendations on matters involving possible discipline, discharge and probationary termination and leads consultation with central HR on disciplinary or termination matters.


- Supports managers in delivering outcomes and refers employees to internal and external supports.


- Facilitates department-specific orientation for new staff and faculty to CCTG and ensures all university training requirements are met.


- As a departmental human resources representative, attends regular meetings with CCTG Managers, Faculty of Health Sciences, and Queen's University to obtain information and provide updates on new CCTG policies. Assumes leadership of communicating and implementing procedural updates and changes to employment policy/practice within the CCTG.


- Facilitates the performance review process with Managers/Team Leaders, provides support on objectives setting and coordinates submission of reviews to Central HR.




Employee Wellness

- Provides support to CCTG Managers/Team Leaders on the appropriate steps to take when supporting employee wellness matters and escalates as appropriate. Ensures connection with Queen's University Employee Wellness and the CCTG Manager/Team Leader and staff member as required. Escalates to the COO where required/appropriate.


- Provide leadership and engages in CCTG wellness initiatives to support wellness at the CCTG.


- Play a key role in fostering a positive culture and work environment.




Overall Support

- Supports CCTG departmental projects and initiatives.


- Ensures current job overviews are on file, that CCTG HR files are current, and that Queen's University HR files have all information required.


- Manages CCTG intranet with respect to HR policies for the CCTG team.


- Works closely with Queen's University HR, and FHS HR, to provide effective and comprehensive human resources support to the CCTG team.


- Undertakes other duties in support of the position and / or department as required.

REQUIRED QUALIFICATIONS:

- Post-secondary degree in Human Resources, Business Administration or other related area.


- Several years of progressively responsible experience in a human resources consulting capacity, preferably in a healthcare and/or University environment.


- Considerable knowledge of human resources best practices and understanding of applicable employment legislation.


- Certified Human Resources Professional (CHRP) designation preferred.


- Broad knowledge of University and/or Hospital environments considered an asset.


- Comprehensive knowledge of Employment Standards, Human Rights, Occupational Health and Safety, and other applicable employment legislation. Familiarity with University policies and procedures, collective agreements and organizational structure considered an asset.


- Consideration may be given to an equivalent combination of education and experience.

DECISION MAKING:

- Evaluates and recommends an effective course of action to COO on the CCTG's application and administration of policies, collective agreements and related procedures based on established interpretations, past practices and / or legal precedent in the context of the Queen's University environment.


- Recommends best alternatives within a range of solutions to a given problem, identifying potential risks and benefits of each. Distinguishes between circumstances in which decisions can be made independently and those where consultation is needed.


- Understands how interpretation can create precedent and have long-term consequences for the CCTG. Determines when to involve COO and Queen's University and FHS supports.


- Recommends solutions pertaining to strategic HR planning and appropriate course of action to achieve operational/process efficiency considering operational and systemic impacts of process changes. Determines when to involve organizational development and learning specialists.


- Analyzes and assesses recruitment initiatives, supporting departments/faculties in defining goals and objectives. Formulates and recommends recruitment strategies.


- Determines priority of job evaluation requests in accordance with COO and Managers/Team Leaders as needed and with consideration of the complexity of the request.


- Makes recommendations on job description content in partnership with COO and Managers/Team Leaders. Via Queen's University, determines grade level, employee classification status and step placement based on judgement/interpretation and application of established guidelines.


- Assesses the suitability of job candidates and recommends the most appropriate person for hire.


- Determines appropriate strategy and content when developing and delivering training documents based on audience.


- Determines eligibility related to various HR programs (such as benefits, child care and tuition applications).


- Makes recommendations to continually improve the quality and effectiveness of HR processes at CCTG.


- Prioritizes time and duties to ensure that work coming from multiple sources is completed within the required deadlines.


- Determines the content of correspondence, reports, and proposals, including the development of procedures.


- Recommends changes, or the introduction of new policies, procedures, processes and reporting mechanisms to address the needs of CCTG.


- Provides advice on how best to proceed, within existing guidelines, in regard to difficult academic staffing and employment matters.


- Evaluates job candidates and makes effective recommendations on suitable hires.


- Provides support to CCTG Managers and makes recommendations on appropriate coaching to address lack of proficiency in carrying out responsibilities, or remedial action for staff disciplinary situations.


- Makes recommendations on level of discipline up to discharge and probationary termination.


- Decides when situations should be brought forward to the Group Director, COO, and/or CCTG Managers in addition to the University.
