About the Opportunity
Public Sector client is seeking a Senior Human Resources Advisor (Staffing) to provide expert advice and support on staffing and recruitment strategies. This role is a key opportunity for an experienced HR professional to contribute to workforce planning and staffing processes in a high-impact environment.
Duties include but are not limited to:

  • Developing staffing and resourcing strategies
  • Providing managers with demographic information and assisting in developing strategies to meet HR needs
  • Providing advice and guidance on different types of merit criteria/qualifications
  • Providing advice on workforce and process pros and cons
  • Providing advice on the effectiveness of assessment instruments and assisting in the development or choice of proper instruments
  • Advising managers on organizational policy
  • Assisting managers in sequencing and applying merit criteria
  • Creating departmental staffing reports, including preparation, data gathering, interviews, and monitoring staffing activities
  • Extending job offers and establishing starting salaries
  • Developing or assisting in developing staffing or resourcing strategies and plans
  • Reviewing organizational and business needs to recommend appropriate staffing strategies (including links to Employment Equity, Diversity, and Official Languages plans)
  • Providing advice and recommendations to address staffing and recruitment challenges, considering organizational strategies and plans
  • Developing and implementing recruitment and employment strategies
  • Advising on the choice of appointment processes
  • Preparing and conducting recruitment and staffing processes, including:
  • making recommendations on process type
  • drafting and finalizing statements of merit criteria
  • preparing assessment guides, tools, and processes
  • drafting and finalizing advertisements
  • coordinating and participating in assessments, screening, and candidate evaluations
  • coordinating and administering tests, interviews, and reference checks
  • compiling and preparing board reports and finalizing results (e.g., establishing pools of candidates)
  • Drafting staffing reports, including preparation, data collection, interviews, and documentation
  • Conducting hiring processes
  • Advising managers and employees on staffing policies and procedures
  • Performing additional duties as assigned
About You
The successful candidate will have the following:
  • Relevant post-secondary education in Human Resources, Business Administration, or a related field
  • Minimum 10 years' experience within the past 15 years providing advice on HR policy, staffing mechanisms, recruitment strategies, and HR planning in a federal government department
  • At least 5 years' experience within the past 10 years using the Government of Canada's HRMS software PeopleSoft
  • Bilingual (English/French) - Advanced oral, comprehension, and written proficiency required
  • Valid Reliability Status

  • Location: West end location (National Capital Region)
  • Work Environment: Hybrid (3 days onsite required)
