Michif Child & Family Services (MCFS) Agency is a mandated child and family services agency with the responsibility to administer and manage culturally appropriate community-based child protection and support services for Metis and Inuit people in Manitoba.




HUMAN RESOURCES ADVISOR - 14 MONTH TERM




FULL-TIME TERM POSITION

Classification and Salary: P3 $36.58-$45.26 per hour



Location : Winnipeg, MB



Reporting to the Human Resources Manager, the Human Resources Advisor is responsible for providing a broad array of administrative support such as developing and implementing policies, programs, and procedures regarding human resource planning, recruitment, collective bargaining, training and development, and occupation classification. The Human Resources Advisor will take part in conducting workplace investigations and provide support in handling workplace complaints and grievances. In addition, the Human Resources Advisor is responsible for developing and coordinating employment programs, salary compensation and job evaluations, promotions, and education and training programs. Other duties consist of administering Collective Agreements, ensuring compliance with legislated requirements, and communicating and clarifying policies and procedures.

Education and Experience





Post-secondary education in Human Resource Management, Business Administration, Organizational Development, Labour Relations, and/or Employment Law 2-3 years' experience working within a human resources department 2 years' experience working in a unionized and non-unionized environment Experience in Child and Family Services sector preferred. Experience working with Metis and Inuit people. Demonstrate understanding and appreciation of Metis and Inuit culture. Excellent knowledge of employment legislation and Labour relations/collective agreements with the ability to interpret legislation and collective agreements. Excellent knowledge of computerized programs, including Microsoft Word, Excel, Outlook and human resources information systems. Demonstrated effective communication (written and oral) and interpersonal skills. Strong organizational skills. Strong personal values, integrity and hands-on work habits. Ability to interact with people sensitively, tactfully, diplomatically and professionally at all times. Ability to build and maintain effective working relationships with staff and external stakeholders. Ability to maintain highly sensitive and confidential information within and outside the Agency. Ability to work collaboratively within a team environment as well as independently. Ability to handle a large volume of work, manage multiple projects and multi-task. Access to a vehicle and possession of a valid Manitoba driver's license as travel within the city and to Metis communities may/will be required



Duties and Responsibilities




Ensure Agency-wide compliance with legislative requirements, collective agreements and Agency policies and procedures. Conduct research related to employment and labour relations matters. Assist and or conduct workplace investigations and discipline meetings as required. Assist and or develop job descriptions and performance management systems. Assist in the collection, input and maintenance of information in a human resources information system Identify and recommend improvements to existing service delivery systems. Other duties as assigned by the Chief Human Resources Officer or the Human Resources Manager within the context of the MCFSA Mission, Vision, Guiding Principles and as a strong proponent of customer service and child welfare.


Recruitment and Selection





Manage staffing activities as identified by Executive Directors, Executive Management, Managers or Supervisors, create job advertisements, coordinate and advertise job vacancies. Attend recruitment fairs, as requested. Receive resumes and, as required, screen and shortlist applicants. Assist with interview question review and update. Coordinate interview schedules and create interview packages for panel members. Participate as member of interview panel for support and professional staff; provide input into the hiring decision. Make approved verbal offers to successful candidates, as required. Administer recruitment and selection systems including, letters of offer, Criminal Record, Child Abuse Registry, Prior Contact Checks and other necessary documents. Complete reference checks. Compile orientation packages and conduct employee orientations. Develop and maintain recruitment databases. Compile statistics with respect to recruitment. Contact unsuccessful interviewed candidates. Prepare correspondence, memoranda, reports for Director's signature.



Compensation and Benefits




Conducts benefit orientations and other benefit training as needed Process enrollments, changes and terminations of participants in all benefit/RRSP plans and programs. Assist with payroll and completion of benefits administration. Tracks all Authority and Agency leaves and reports monthly on this information Processes department payroll information and responds to Finance on payroll questions




T

raining and Development




Enters training records into database and maintains it. Tracks the implementation of the employee performance development plans Processes department payroll information and responds to Finance on payroll questions Schedules participants into training sessions Provides suggestions on courses required for various groups and sources the training. Other duties as assigned




Prior to commencing employment the successful applicant will be asked to provide satisfactory results of a Criminal Record Check with Vulnerable Sector Search, a Child Abuse Registry Check, Prior Contact Check, proof of $2 million dollar insurance liability, and a Driver's Abstract upon hire at their own expense. A valid Manitoba driver's license and the use of a personal vehicle are requisites as travel is required.
