Pay Grade The salary for this position is based on administrative pay grade 8, $72,008 -105,612 plus benefits package. Salary will be determined commensurate with experience.
Position SummaryReporting to the Manager, Employee Relations, the Human Resources Advisor, Employee Relations, Retention and Resources is responsible for effective collaboration with Deans, Directors, Managers, and other members of the Human Resources team as well as consultation with faculty and staff to accomplish the College\'s goals and strategies consistent with the College\'s Vision, Mission, Values and Strategic Directions, and consistent with the Post-Secondary Employers Association (PSEA) directives and policy.The Human Resources Advisor, Employee Relations, Retention and Resources acts as a key resource for the Manager, Employee Relations in a variety of employee relations and labour relations activities and will provide support and advice to College administrators and also engage with faculty union representatives to respond to and resolve disagreements as they arise. Working collaboratively with other Human Resources team members, an instrumental role will also be played in the development and implementation of comprehensive employee orientation and onboarding programs, supporting recruitment of exempt administrators and faculty, and the development and delivery of training, engagement and culture-building initiatives.

Duties & ResponsibilitiesEMPLOYEE RELATIONS * Develops and maintains effective and collaborative relationships with all employees, union representatives and employees of other educational institutions and external agencies with whom the College interacts.

  • In consultation with the Manager, Employee Relations, provides guidance and advice regarding the interpretation, application and administration of exempt terms and conditions policies, collective agreements, human resource policies, procedures and practices, and related employment legislation and regulations.
  • In consultation with the Manager, Employee Relations, provides support in responding to and resolving grievances, workplace difficulties and employee complaints and also supports other key labour relations activities such as collective bargaining, joint employee-employer committees and labour management meetings, including responsibilities such as research and analysis, meeting coordination and support, the preparation of background information and reports and the creation and maintenance of a filing system of all bargaining documentation, inclusive of bargaining notes, protocols, process, proposals, MOU, LOU, and all other documents related to collective bargaining.
  • Tracks and reports to the Manager, Employee Relations on NICFA grievance and complaint activity to facilitate trend analysis. Maintain records of past and current labour relations matters.
  • Assists in preparation of documents for cases before an arbitrator or an administrative tribunal.
RECRUITMENT & RETENTION * Supports the development and implementation of a comprehensive employee orientation and onboarding program, with particular emphasis on the onboarding and orientation of exempt administrators and of faculty employees.
  • Within assigned areas of responsibility, provides guidance and assistance to Deans, Managers and selection committees throughout the recruitment, selection and hiring process to ensure procedures are in accordance with collective agreement requirements and College policies. Refers matters of a complex nature to the Manager, Employee Relations.
  • Represents the Human Resources Department at operational and administrative staff interviews and maintains records of the selection processes participated in. May be required to participate in and give evidence at arbitration hearings related to the recruitment and selection process.
  • Within assigned areas of responsibility, supports hiring managers with the development of screening tools, interview guides and reference checking documentation.
  • Within assigned areas of responsibility, supports the development and implementation of initiatives to improve recruitment processes and procedures.
3 EMPLOYEE RESOURCES * In consultation with the Manager, Employee Relations, provides support on the management of workforce change initiatives. Supports and coaches managers and supervisors on change and transition processes in relation to re-organizations. May, as delegated, consult with bargaining agents to minimize the impact of workforce reductions, through examining alternatives to layoff in accordance with collective agreements.
  • Advises on effective performance and attendance management/evaluation and supports Deans and Directors with the faculty evaluation processes outlined in collective agreements. Provides advice on corrective action up to and including dismissal where warranted. May, as delegated, provide support and guidance for the excluded employee performance management and development programs.
  • As delegated, responsible for planning and coordinating College-wide and/or employee-group specific training and development programs and activities.
  • Researches and analyses Human Resources data, prepares information and reports related to human resource management, including but not limited to staffing, retention, training and development.
  • Supports the development and implementation of human resources strategies, programs, and processes which are aligned with the College\'s strategic plan and operational goals and with the objectives of the Human Resources Department.
  • Supports and assists in the facilitation of employee engagement, recognition and health and wellness initiatives and events.
  • Provides vacation and other leave coverage for the HR Advisor, Employee Wellness and Culture and HR Advisor, Recruitment and Employee Services.
Required Education & Experience
  • 2 years relevant post-secondary qualifications or equivalent training (diploma or degree in Human Resources or Business preferred) CHRP designation an asset.
  • 3-5 years of recent experience working in a human resources role with similar job responsibilities, preferably in post-secondary environment or multi union public sector employer.
  • An equivalent combination of education and experience may be considered.
Required Knowledge Skills & Abilities
  • Excellent interpersonal skills, including communication (written and oral), negotiation, mediation, and conflict resolution skills.
  • Demonstrated ability to exercise good judgement and model professional, ethical and collaborative behaviours, including dealing effectively with conflicting expectations and resistance.
  • Significant knowledge and experience in human resources processes and employee relations in a unionized work environment, including recruitment, retention, labour relations, collective bargaining, and training and development functions.
  • Significant knowledge and maintenance of currency with legislation and regulations governing unionized and non-unionized employees in British Columbia.
  • Excellent planning and organizational skills.
  • Advanced computer skills with proficiency using the Microsoft Office suite.
  • Willingness and ability to adapt to change and to learn new processes, methodologies or technologies.
