POSITION SUMMARY:




Reporting to the Manager, Human Resources - Teacher Personnel, the Human Resources Officer, Teacher Personnel is responsible for the staffing, recruiting and employee onboarding functions for assigned employee groups/schools. This position provides support and customer service to Administrators, applicants, employees and hiring Managers, and ensures that recruitment, selection, and staffing processes are compliant with the Board's collective agreements, terms and conditions of employment, Ministry of Education, strategic direction and relevant employment legislation and regulations. The HR Officer will be an integral member of the appropriate Joint Consultation Committee and Staff Allocation Committee. The HR Officer will be responsible for the employee's life cycle.

EY RESPONSIBILITES (not limited to):



Responsible for the staffing, recruiting, and employee onboarding functions for assigned employee groups, ensuring compliance with the staffing provisions and timelines set out in the collective agreement, terms and conditions of employment, Board policies and general administrative procedures (GAPS). This includes setting up and participating in interview panels. Responsible for the appropriate retention of recruitment documents. Track demographic information on applicants for the assigned client group from applicant systems ie: Apply to Education Provides direction and support to school administrators/hiring managers on matters relating to staffing and recruiting including the staffing processes for assigned employee groups, compliance with the collective agreements and terms and conditions of employment, and best-practices regarding recruitment and selection. Responsible for long term occasional assignments, OT recruitment and support for PVP staffing (including retiree contracts Acts as a resource to support the system on the staffing plus software (or other applicable staffing application software). Member of the appropriate Joint Consultation Committee and responsible for appropriate follow up as required Attendance at appropriate Staff Allocation Committee meetings Oversee the surplus and recall provisions in the appropriate collective agreement/working conditions document of the assigned employee groups/schools. Collect and review data and statistics on prep and planning time for the elementary panel (as assigned) within the defined client group to ensure compliance with the appropriate collective agreements Collect and review data and statistics on Teacher in Charge utilization for the defined collective agreement to ensure compliance with the appropriate Collective Agreement. Provides support and customer services to Administrators, applicants, employees, and hiring managers with respect to the Board's recruitment, selection, and staffing functions, business processes and workflow. Works with the Human Resources Manager to implement and release all staff allocations to Administrators/hiring Managers, ensuring compliance with ministry funding, board annual budgets, contractual and legislative obligations. Leads and facilitates group and individual orientation sessions for new hires for assigned employee groups, ensuring that all required pre-employment documentation has been submitted and reviewed. Attends job and career fairs as required Under the direction of the Manager, develop and deliver training relevant to staffing processes, practices and best practices. Respond to routine transactional questions for the assigned client group including collective agreement application, required to understand the Ontario college of teacher's qualifications requirements for all positions, class size regulation, surplus, recall, and initial overrides.

QUALIFICATIONS:

University degree in the area of Business, Human Resources or related field as determined by the Board 5 years' experience in Human Resources with 2 or more years' experience in staffing and recruitment in a unionized work environment is preferred CHRP/CHRL designation preferred, at minimum in progress Registered Professional Recruiter (RPR) designation is preferred

OTHER QUALIFICATIONS/ADDITIONAL EXPERIENCE:

Knowledge of relevant employment legislation and regulations, including but not limited to the Employment Standards Act, Ontario Human Rights Code, Accessibility with Disabilities Act, Ontario College of Teachers Act, and Ministry of Education Regulation 274/12 Experience with using staffing allocation tools. Experience in a K-12 education system is an asset
