As a member of the HRIS System Design, Development & Sustainment Team, you will work on multiple development and sustainment initiatives in supporting People & Equity's technology systems and services. You will be developing and sustaining web based database and data integration solutions, and supporting the division's web presence and evolution of its web governance model.

Major Responsibilities:
  • Develops business applications, information systems, system integrations, and provides technical support for various People & Equity systems and applications built using Oracle, Oracle Application Express (APEX) and other database tools
  • Facilitates, gathers, and documents business, user, and technical requirements towards system design
  • Assists in the development of business processes, procedures and documentation as required to accompany data solutions
  • Creates data models and design documents to meet user requirements
  • Conducts unit testing, configuration, system integration testing, and participates in deployment and go-live activities
  • Provides input and review of implementation, rollout strategies and plans
  • Participates in systems testing, upgrades and trouble-shooting as required
  • Contributes to the development, implementation and maintenance of various system reports, extracts and interfaces
  • Uses technical expertise to research, investigate options, and propose solutions
  • May be required to represent the People & Equity division in meetings, or on projects involving other strategic partner divisions
  • Works cooperatively with other members of the HRIS unit and People & Equity colleagues
  • May be required to provide knowledge transfer to others on business processes and procedures related to the technical solution
  • Works in a team environment, and provides direct user support to clients City-wide
  • As a divisional WordPress editor, builds, edits, and submits requests for publishing to People & Equity Web Leads as required
  • Liaises with Digital Communications on web publishing and best practices in supporting People & Equity's web presence, business unit's needs, and the evolution of the divisions' web governance model.
Key Qualifications:
  • Post-secondary education in Computer Sciences, Information Technology or related discipline; or an equivalent combination of education and experience.
  • Considerable experience with database design, database development, data analysis, data collection, data validation, programming (SQL, PL/SQL, VBA), reporting, ETL processes, and database application support.
  • Considerable experience developing and sustaining medium to large scale Oracle Application Express (APEX) database software applications.
  • Considerable experience working on technology implementation projects and/or in a software production support environment
  • Experience in performing testing and quality assurance of web based applications.
  • Experience with data modelling using SQL Developer / Data Modeller, or similar tools.
  • Experience in designing and developing web-based user interfaces using HTML, CSS, JavaScript, AJAX, JQuery, SQL and PL/SQL.
  • Experience with RESTFUL web services using JSON and XML will be considered an asset.
  • Experience with WordPress administration, features and plug-ins will be considered an asset.
  • Experience working with database management including spreadsheet tools and City standard software applications (MS Access, MS Excel, MS Office suite; MS Project etc.) will be considered an asset.
You must also have:
  • Demonstrated ability to initiate, co-ordinate and manage small scale projects
  • Ability to gather client/user requirements and develop systems solutions
  • Ability to work both co-operatively in a team environment, and independently on systems activities as required
  • Ability to develop and maintain productive working relationships with People & Equity colleagues and clients
  • Highly developed analytical and problem solving skills
  • Excellent communication, consultation, presentation and human relations skills, at all levels within the organization
