Job Description

Reporting to the Manager - Organizational Effectiveness, the Human Resources Consultant - Organizational Effectiveness is focused on creating a culture within NLC that promotes personal and organizational success. The position provides leadership, guidance and insight in several critical areas that drive organizational effectiveness including: learning and development, employee engagement, diversity, inclusion, belonging and accessibility, job evaluation and classification, and other elements that impact the corporate culture.





Specific responsibilities include:


Support development, implementation, evaluation and overall administration of the UKG Learning Management Tool with specific focus on various learning management tools and projects/programming that require additional resources to develop, implement and evaluate Aid in the development of policies, procedures and guidelines for HRMS modules and program areas that fall within the Organizational Effectiveness scope Support the development of new business processes and enhancement of current business processed for Organizational Effectiveness program areas Provide internal client support in all areas of OE and the HRMS module optimization the respective areas Assist the DIBC and Accessibility Steering Committee and resulting activities from developed and finalized plans Support implementation of employee engagement activities including employee voice, employee engagement survey and associated analysis, actions plan and communications Contribute to the enhancement of the Rewards and Recognition Program Support planning and implementation of various employee engagement initiatives (i.e. public service week) Coordinate and Collaborate on the development and implementation of orientation/onboarding and training specific to each element of various talent development strategy Provide ongoing assistance for job evaluation, classification, salary determination and submissions to TBS through the investigation and research of case specific NL classification files and contribute to the implementation of the NLC Re-Classification Project and related activities Provide advice and guidance to managers and staff




For consideration as a potential candidate, the individual should possess the following qualifications:


University Degree in Commerce or Business Administration, business management, organizational development, human resources or a related discipline. A CPHR designation and/or advanced education in Adult Learning would be an asset; Three to five (5) years of related human resource experience, including experience in employee learning and development, organizational effectiveness, performance management, succession planning, workforce planning, leadership development, change management, diversity initiatives and conflict resolution - preferably in a unionized environment; Excellent communication and interpersonal skills; Ability to effectively communicate and collaborate with employees;

Salary:HL 19: $72,169.31 - $93,820.74
